With a quorum of the City Council Members present, Mayor Price called the regular
session of the Fort Worth City Council to order at 7:01 p.m. on Tuesday, November 12,
2019, in the City Council Chamber of the Fort Worth City Hall, 200 Texas Street, Fort
Worth, Texas.

Nimes, France, as Fort Worth's Ninth Sister Cities.
2. Presentation of Proclamation for Scott Mahaffey
Council Member Byrd presented a proclamation for Mr. Scott Mahaffey, former chair for
the Fort Worth Transit Authority, for his work on the TEXRail project.
3. Presentation of Proclamation for Barbers and Books
City Secretary Kayser advised that the proclamation for Barbers and Books would be
brought back at a later date.
4. Presentation of Proclamation for Candlelight Christmas at Ryan Place
Council Member Zadeh presented a Proclamation for Candlelight Christmas at Ryan
Place to Mr. Tim Keith, President of Ryan Place Fort Worth.

Motion: Council Member Bivens made a motion, seconded by Council Member
Flores, that Zoning Docket ZC-19-156 be approved as amended to exclude
7250 Randol Mill Road, 8200 and 8300 Randol Mill Road, and 8700
Randol Mill Road which will retain their current zoning. Motion passed 9-0.
12. ZC-19-160 (CD All) City of Fort Worth Planning & Development Text Amendment:
Historic Designation Parking Amendment; An Ordinance amending the
Comprehensive Zoning Ordinance of the City of Fort Worth, being Ordinance No.
21653, as amended, codified as Appendix "A" of the Code of the City of Fort Worth
(2015), by amending: Section 6.201, "Off -Street Parking Requirements" of Chapter 6,
"Development Standards" of Article 2, "Off -Street Parking and Loading"; To exempt
certain properties with a Historic Designation or listed in the National Register of
Historic Places {To review the proposed amendments:

Motion: Mayor Pro tern Shingleton made a motion, seconded by Council Member
Flores, that Zoning Docket ZC-19-160 be approved and Ordinance No.
23930-11-2019 be adopted. Motion passed 9-0.
There being no one else present desiring to be heard in connection with the recommended
changes and amendments pertaining Zoning Ordinance No. 21653-02-2015 for the
above -listed cases, Mayor Pro tern Shingleton made a motion, seconded by Council
Member Flores, that the hearing be closed, and Ordinance No. 23929-11-2019 be
adopted. Motion passed 9-0.
