DISCUSSION: The purpose of this Mayor and Council Communication (M&C) is to make a capital appropriation in support of the purchase of vehicles for the Police Department's School Resource Unit that were funded in the FY2020 adopted operating budget. On August 20, 2019, the Fort Worth City Council approved the FY2020 Crime Control & Prevention District (CCPD) operating budget in the amount of $87,865,005.00 that had been adopted by the CCPD Board of Directors. A portion of the adopted operating budget - $16,234,102.00 - was designated for transfers to capital. The transferred operating funds were generally then appropriated in the CCPD Capital Projects Fund for identified capital needs. The capital appropriation that was adopted only accounted for the transfer in (receipt of) $15,928,636.00 from the CCPD operating budget, a difference of $305,466.00. That difference included funds ($114,120.00) for these School Resource vehicles, which were the subject of an improvement package. Adoption of the attached ordinance will provide a capital appropriation from the previously approved operating funds for the purchase of two vehicles for the School Resource Unit. The remainder of the capital -transfer -out ($191,346.00) will be used for future capital needs and will be appropriated to a capital fund at a later time. Funding for this project was not included in the FY2020-2024 Capital Improvement Plan due to an administrative oversight. The action in this M&C will amend the FY2020-2024 Capital Improvement Plan that was presented to the City Council in August. A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity. FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds will be available in the CCPD Capital Projects Fund. Prior to an expenditure being incurred, the Police Department has the responsibility to validate the availability of funds. Submitted for City Manager's Office by.
