Authorize Payment to the City of Haslet for the City of Fort Worth's Share of the Total Project Costs of the Fort Worth -Haslet -Trinity River Authority
Sewer Project in the Amount of $2,463,256.27 (COUNCIL DISTRICT 7)
RECOMMENDATION:
Authorize payment in the amount of $2,463,256.27 to the City of Haslet for the City of Fort Worth's share of the total project costs of the Fort Worth -
Haslet -Trinity River Authority Sewer Project (City Secretary No. 41774-A1).
DISCUSSION:
On March 1, 2011 (M&C PZ-2929), City Council authorized the City Manager to execute an Interlocal Agreement between the Cities of Fort Worth,
Haslet and the Trinity River Authority (TRA). On March 11, 2011, City Secretary Contract No. 41774 was executed which allows either the City of
Fort Worth or Haslet to take the initiative to construct wastewater collection mains by proposed developments in either city. The Interlocal
Agreement also moved the proposed locations of the future TRA meters to the Fort Worth city limit line. Additionally the Interlocal Agreement
established future capacity percentage of the TRA wastewater collection per acre adjustment being served in Fort Worth and Haslet.
On December 12, 2017 (M&C C-28511), Council approved making amendments to the preliminary cost estimates for the wastewater collection
main improvements and cost sharing percentages between Fort Worth and Haslet. On August 14, 2018, City Secretary Contract 41774-A1 was
executed.
The City of Haslet retained the services of Lockwood Andrews & Newnam to perform the design of the wastewater collection main at a cost of
$354,748.00. Bids were opened on September 11th and the lowest bidder was Acadia Services, LLC at $2,171,496.00. In addition to the design
and construction cost, Trinity River Authority has an inspection fee of $115,000.00. A 10% contingency fee is also included. The total cost of the
project (design, construction, inspection and contingency) is $2,858,393.59. The costs per the agreement are as follows:

FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that upon approval of the recommendations, funds are available in the current operating budget, as appropriated,
in the Water & Sewer Fund and that, prior to an expenditure being incurred, the Water and Sewer Department has the responsibility to validate the
availability of funds.
