Ratify Acceptance of a Sub -Award from the Texas State Library and Archives Commission in the Amount of $45,072.00, Authorize Use of Interest
Earnings in an Amount up to $1,000.00 and Adopt Appropriation Ordinance (ALL COUNCIL DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council:
1. Ratify acceptance of a sub -award from the Texas State Library and Archives Commission in the amount of $45,072.00;
2. Authorize the use of interest earnings in an amount up to $1,000.00 for the purpose of the award; and
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Operating Federal Fund for a
total amount of $46,072.00.
DISCUSSION:
The Institute of Museum and Library Services sub -award is funded by the Federal Library Services and Technology Act (LSTA) and administered
by the Texas State Library and Archives Commission (TSLAC). Through this annual process, TSLAC has granted the Fort Worth Public Library a
$45,072.00 non-competitive sub -award based on the Library's participation in the Interlibrary Loan Cooperative Statewide Resource Sharing
Program. This program provides reciprocal borrowing services among libraries to fill requests for customers when desired materials are not
readily available in their local libraries. The amount of this sub -award was determined by a formula based on the number of items borrowed to fill
Fort Worth Library resident requests and loaned from the Fort Worth Library to other libraries to fill their requests during the State Fiscal Year
2019. Both the recurring sub -award and continued participation in the Interlibrary Loan Program are benefits made possible by maintaining the
Library's annual accreditation as a qualified member of the Texas Library System.
The purpose of the Interlibrary Loan Program is to make library materials widely available. Therefore, these funds will be used to purchase and
replace library books and other popular materials. Grant funds have been received in advance of these expenditures. There are no indirect costs
or matching requirements related to this sub -award.
This grant will serve ALL COUNCIL DISTRICTS.
A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity.
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations, and adoption of the attached appropriation ordinance, funds
will be available in the current operating budget, as appropriated, of the Grants Operating Federal Fund. The Library will be responsible for the
collection and deposit of funds due to the City. Prior to expenditures being incurred, the Library has the responsibility to validate the availability of
funds. This is an advance grant.
