HomeMy WebLinkAbout(0009) M&C 19-0392City of Fort Worth, Texas Mayor and Council Communication DATE: 12/17/19 M&C FILE NUMBER: M&C 19-0392 LOG NAME: 55AFW REJECT BIDS - TAXIWAY PAPA EXTENSION PROJECT - PHASE 1 SUBJECT Authorize Rejection of All Bids for Phase 1 of the Taxiway Papa Extension Project Located at Fort Worth Alliance Airport (COUNCIL DISTRICT 7) RECOMMENDATION: It is recommended that the City Council authorize rejection of all bids for Phase One of the Taxiway Papa Extension Project located at Fort Worth Alliance Airport. DISCUSSION: The purpose of this Mayor and Council Communication is to authorize the rejection of all bids received for Phase One of the Taxiway Papa Extension Project at Fort Worth Alliance Airport. On August 21, 2019 and August 28, 2019, the project was advertised in the Fort Worth Star -Telegram. On September 20, 2019, the City of Fort Worth received two sealed bids for the construction of the project. During the bid evaluation process, it was determined that the two bids were well below the engineer's estimate: Bidder #1: $2.714 million Bidder #2: $3.726 million Engineer's Estimate: $6.159 million Due to local demand of similar projects, higher bid prices were anticipated, resulting in the elevated engineer's estimate. Staff has determined that the City could better utilize the funds and expedite the project by consolidating the multi -phase project into fewer phases. Because the total cost is approximately $20 million for the entirety of the project, the work was initially separated into several phases. The project will still consist of multiple phases, however more scope can be added into the first phase to better utilize funds and expedite construction. Therefore the project will be re-scoped and re -bid. This Project is located in COUNCIL DISTRICT 7. A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity. FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that this action will have no material effect on City funds.
