HomeMy WebLinkAbout(0034) M&C 19-0408City of Fort Worth, Texas Mayor and Council Communication DATE: 12/17/19 M&C FILE NUMBER: M&C 19-0408 LOG NAME: 13P19-0160 ANTHRACITE MEDIA FOR FILTERS SNB WATER SUBJECT Authorize a Purchase Agreement with Carbonfilt, LLC, for Anthracite Media for the Water Department in a Total Amount Up to $130,000.00 (COUNCIL DISTRICT 8 and 9) RECOMMENDATION: It is recommended that the City Council authorize a purchase agreement with Carbonfilt, LLC, for anthracite media for the Water department in a total amount up to $130,000.00. DISCUSSION: The Water Department approached the Purchasing Division to issue a bid for a one-time purchase for anthracite media for filters. In order to procure these services, Purchasing issued an Invitation to Bid (ITB). The Water Department will use the crushed coal anthracite media with filters to help remove particles during water treatment process. The ITB consisted of detailed specifications of the types of anthracite media required to be delivered to: Rolling Hills Water Treatment Plant, South Holly Water Treatment Plant and North Holly Treatment Plant. The bid was advertised in the Fort Worth Star -Telegram on July 10, 2019, July 17, 2019, July 24, 2019, July 31, 2019, August 7, 2019, August 14, 2019, August 21, 2019, and August 28, 2019. Fourteen vendors were solicited from the purchasing vendor database system. The City received three bids. Bids were evaluated based on the lowest bidder complying with all the provisions of the solicitation. Staff from the Water Department recommends awarding an one-time purchase to Carbonfilt, LLC, in the total amount up to $130,000.00 No guarantee was made that a specific amount of these services will be purchased. A waiver of the goal for MBE/SBE subcontracting requirements was requested by the Purchasing Division and approved by the M/WBE Office, in accordance with the BIDE Ordinance, because the purchase of goods or services is from sources where subcontracting or supplier opportunities are negligible. This purchase is in Council District 8 and 9. FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that upon approval of the recommendations, funds are available in the current operating budget, as appropriated, of the Water & Sewer Fund and that, prior to an expenditure being incurred, the Water Department has the responsibility to validate the availability of funds.
