HomeMy WebLinkAbout(0058) M&C 19-0411City of Fort Worth, Mayor and Texas Council Communication DATE: 12/17/19 M&C FILE NUMBER: M&C 19-0411 LOG NAME: 20HMAC SURFACE OVERLAY 2019-6 SUBJECT Authorize Execution of a Contract with Peachtree Construction, Ltd., in the Amount of $1,079,975.00 for Hot Mix Asphaltic Concrete, HMAC (2019-6) Surface Overlay along Various Streets (COUNCIL DISTRICTS 2 and 9) RECOMMENDATION: It is recommended that the City Council authorize the execution of a contract with Peachtree Construction, Ltd., in the Amount of $1,079,975.00 for Hot Mix Asphaltic Concrete, HMAC (2019-6) Surface Overlay along various street sections identified in the attached location map (City Project No. 102098). DISCUSSION: In the Fiscal Year 2019 Pay -Go Contract Street Maintenance Program, various types of street maintenance are grouped into specific contract packages. This contract provides Pulverization and Overlay (POL) which is a process that reuses the existing pavement and base material, along with an added treatment material, to reclaim the roadway structural integrity. After establishing the new base, new asphalt pavement will be placed on the approximately 1.44 lane miles along various street sections identified below: Street Name Street Limits Block Number CD Mapsco Grand Avenue - West Denver Avenue Northside Drive 1200 - 1299 2 62P Grand Avenue - West Lagonda Avenue Northside Drive 1201 - 1299 2 62T West Magnolia Avenue - 5th Avenue West Allen Avenue 1300 - 1699 9 76M Hemphill Street - College Page Street Avenue 700 -999 9 76V Elizabeth College Avenue - South Boulevard Adams Street 1000 - 1095 9 76V Construction for this project is expected to start approximately January 2020 and to be completed by approximately October 2020. Upon completion of the project there will be no anticipated impact on the general fund operating budget. This project was advertised for bid on September 12, 2019 and September 19, 2019 in the Fort Worth Star -Telegram. On October 10, 2019, the following bids were received: Bidders Amount Peachtree Construction, Ltd. $1,079,975.00 Texas Bit - Texas Materials Group $1,109,931.15 M/WBE OFFICE — Peachtree Construction, Ltd. is in compliance with the City's BIDE Ordinance by committing to 6% MBE participation and documenting good faith effort. Peachtree Construction, Ltd. identified several subcontracting and supplier opportunities. However, the firms contacted in the areas identified did not respond or did not submit the lowest bids. The City's MBE goal on this project is 13%. The City reserves the right to increase or decrease quantities of individual pay items within the contract provided that the total contract amount remains within plus or minus 25 percent of the contract award. This project is located in COUNCIL DISTRICTS 2 and 9. FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that upon approval of the above recommendation and award of the contract, funds are available in the current capital budget, as appropriated, in the General Capital Projects Fund, Project 102098.
