Fining people who can't afford to pay the fines helps no one, but more important, it targets people who are already vulnerable. Reducing homelessness is a complex issue, requiring increased housing, social, addiction and health and mental health services. You cannot justly and arbitrarily make an ordinance to criminalize homelessness. You cannot simply say "we have no solution, so we will just make it against the law". This group is already marginalized as it is.
