Staff Recommendation: Approval Background: The property is located at the northeast corner of Harmon Rd, a Neighborhood Connector on the Master Thoroughfare Plan and Sonoma Creek Lane. The applicant is proposing a zoning change to "D" High Density Multifamily for a multifamily development. The proximity of multifamily to shopping areas, such as the one to the east of the subject site, can increase accessibility while decreasing vehicular trips. Land Use Compatibility The applicant is proposing a rezoning to "D" for a multifamily development. Surrounding land uses consist of vacant land to the north and south, industrial to the west, and multifamily and commercial to the east. As a result, the proposed zoning is compatible at this location. Comprehensive Plan Consistency — Far North The 2019 Comprehensive Plan designates the proposed "D" zoning is not consistent with the following Comprehensive Plan policies: subject property as General Commercial.
