A RESOLUTION AUTHORIZING THE EXECUTION OF A FUNDING
AGREEMENT WITH THE NORTH CENTRAL TEXAS COUNCIL OF
GOVERNMENTS AND THE TEXAS DEPARTMENT OF TRANSPORTATION
FOR THE DESIGN AND CONSTRUCTION OF THE TEXAS WESLEYAN
UNIVERSITY STREETSCAP:E SUSTAINABLE DEVELOPMENT
INFRASTRUCTURE PROJECT
WHEREAS the Texas Transportation Commission passed Minute Order 110727 approving
a memorandum of understanding with the Regional Transportation Council (RTC) concerning the
administration, sharing, and use of surplus toll revenue in the region and granting to the RTC the
right to select projects to be financed using surplus toll revenue from a toll project, subject to
Commission concurrence; and
WHEREAS the Texas Transportation Commission passed Minute Order 113102
concurring with the RTC's selection of projects for the Sustainable Development Program and
providing for the development of, and funding for, the Texas Wesleyan University (TWU)
Streetscape Sustainable Development Infrastructure Project; and
WHEREAS the City of Fort Worth desires to enter into a Funding Agreement with the
North Central Texas Council of Governments and the Texas Department of Transportation for the
City of Fort Worth to construct the TWU Streetscape Sustainable Development Infrastructure
Project using funds held in the State Highway 121 (Regional Toll Revenue) Subaccount; and
WHEREAS the required local matching funds will be in the form of Tarrant County bond
funds provided through Commissioner Roy Brooks, Precinct No. 1; and
WHEREAS the TWU Streetscape Sustainable Development Infrastructure Project consists
of design and Streetscape construction to improve East Rosedale Street within the
Polytechnic /Wesleyan Urban Village by installing wide sidewalks, street trees, pedestrian
lighting, bulb -outs for on- street parking, and other pedestrian improvements under a context
sensitive approach to enhance the :East Rosedale corridor from Nashville Avenue to Collard
Street;
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT
WORTH
That the City Manager is authorized to execute a Funding Agreement with the North Central
Texas Council of Governments and the Texas Department of Transportation in the amount of
$1,875,000 to share the costs and responsibilities associated with the design and construction of
the TWU Streetscape Sustainable Development Infrastructure Project.

SUBJECT:
Adopt Resolution Authorizing Execution of a Funding Agreement with the North Central Texas Council of
Governments and the Texas Department of Transportation with Local Participation by Tarrant County for
the Texas Wesleyan University Streetscape Sustainable Development Project, Accept Sustainable
Development Grant in the Amount of $1,500,000.00, Authorize Execution of a Sustainable Development
Agreement with Texas Wesleyan University and Adopt Appropriation Ordinance (COUNCIL DISTRICT 8)
RECOMMENDATION:
It is recommended that the City Council
1. Adopt the attached resolution authorizing the execution of a funding Agreement with the North Central
Texas Council of Governments and the Texas Department of Transportation in the amount of
$1,875,000.00 which includes Tarrant County participation in the amount of $375,000.00 for the Texas
Wesleyan University Streetscape Sustainable Development Project between Nashville Avenue and
Collard Street, which is part of a larger East Rosedale Phase 1 Improvements Project that extends from
Highway 287 to just west of Miller Avenue;
2. Authorize the acceptance of a reimbursement grant in the amount of $1,500,000.00 from the North
Central Texas Council of Governments and the Texas Department of Transportation to the Grants Fund;
3. Authorize the execution of a sustainable development Agreement with Texas Wesleyan University for
the vertical construction component of the Sustainable Development project; and
4. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grant Capital Projects Fund in the amount of $1,500,000.00.
DISCUSSION:
The project will construct streetscape improvements along East Rosedale Street within the
Polytechnic/Wesleyan Urban Village adjacent to Texas Wesleyan University (TWU). Streetscape
improvements to be constructed include wide sidewalks, street trees, pedestrian lighting, bulb -outs to
protect crossing pedestrians and on- street parking, and other pedestrian facility improvements within the
East Rosedale corridor from Nashville Avenue to Collard Street. The TWU Streetscape Sustainable
Development Project was nominated for grant award (M &C G- 16700) as part of the 2009/2010 NCTCOG
Sustainable Development call for projects and was subsequently selected by the Regional Transportation
Council to receive a grant of $1,500,000.00.
The attached resolution authorizes a funding Agreement with the North Central Texas Council of
Governments ( NCTCOG) and the Texas Department of Transportation (TxDOT) in the amount of

$1.875,OOU.00. which includes 01.5OO.000.00iO Regional Toll Revenue grant funds and $375.O00.00in
local match funds from Tarrant County, which will be presented in a separate Mayor and Council
Communication (M&C). In accordance with the rules of the NCTCOG Sustainable Development Program
and the Sustainable Development Agreement with TWU authorized by this M&C, TWU will construct the
required vertical construction component (generally consisting of a new office building on East Rosedale
Street opposite the TWU campus and the renovation and adaptive reuse of the old Polytechnic Fine
Station) of the Sustainable Development Project.
The TWU Streetscape Sustainable Development Project is component of and embedded within elarger
East Rosedale Phase One Improvements Project, which will design and construct roadway improvements
along East Rosedale Street between State Highway 2B7 and a point j otxvestofyNiUerAvenue. Staff is
responsible for overall project nlanaQemnentincludingdeaigMaUdoonahuut\onoftMe project.
As part of the larger East Rosedale Phase One Improvements Project, Freese and Nichols, Inc., was
selected for the design ofthis project for an annountcf $1.598.450.00 (K8&C C-25508. March 20, 2012).
This project is located in COUNCIL DISTRICT [[ KHopsco78N.
FISCAL INFORMATION I CEIRWICATION:
The Financial Management Services Director certifies that upon approval of the above recommendations,
execution of the Funding Agreement with NCTCOG and TxDOT. and adoption of the appropriation
ordinance, funds will be available in the current budget, as appropriated, of the Grants Capital Fund.
