HomeMy WebLinkAboutOrdinance 18628-05-2009Ordinance No. 18628-05-2009 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $521,295.00 SUBJECT TO RECEIPT OF THE RECOVERY ACT: EDWARD BYRNE MEMORIAL COMPETITIVE GRANT FROM THE UNITED STATES DEPARTMENT OF JUSTICE FOR THE PURPOSE OF AUTHORIZING THE CITY MANAGER TO APPLY FOR AND ACCEPT THE ABOVE REFERENCED GRANT; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2008-2009, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of 5521,295.00 subject to receipt of the Recovery Act: Edward Byrne Memorial Competitive Grant from the United States Department of Justice far the purpose of authorizing the City to apply for and accept the above referenced grant. SECTION 2. That should any portion. section or part of a section of this ordinance be declared invalid, inoperative ar void for any reason by a court of competent jurisdiction, such decision, opinion ar judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance; which said rornaining provisions shall be and remain in full force and effect. SECTION 3. That this ord+nance shall be cumulative of prdinance No. 18283 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Authorize the City Manager to apply for and accept, if awarded, the Recovery Act: Edward Byrne Memorial Competitive Grant from the United States Department of Justice, in the amount of $521,295.fl0; 2. Authorize the City Manager to Execute a Contract with the United States Department of Justice for the acceptance of grant funds, and 3. Adapt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund by $521,295.00, subject to receipt of the grant. DISCUSSION: The City of Fort Worth is requesting X521,295.00 in funding far five new positions for the Fort Worth Police department's Crime Lab. The funding includes salaries, fringe benefits; associated supplies and travel for the following positions: Senior Forensic Scientist, Firearms Technician, Evidence Technician, t.atent Print Technician and Property and Evidence Technician. The overall goal of the program under this grant is to decrease the current backlog, reduce turnaround times on requests far analysis and increase the Crime Lab's efficiency.
