A RESOLUTION AUTHORIZING THE EXECUTION OF A LOCAL PROJECT ADVANCE
FUNDING AGREEMENT WITH THE TEXAS DEPARTMENT OF TRANSPORTATION IN
THE AMOUNT OF $1,408,989.00 FOR REVIEW OF PLANS, SCHEMATICS AND
ENGINEERING FOR THE WIDENING OF GARDEN ACRES BRIDGE FOR 6-LANES TO
INCLUDE BIKE LANES, SIDEWALKS AND TRAFFIC SIGNALS OVER IH 35W
WHEREAS, A Master Funding Agreement between the City of Fort Worth and the Texas
Department of Transportation ("State") has been adopted and states the general terms and
conditions for transportation projects developed through a Local Project Advanced Funding
Agreement (LPAFA); and
WHEREAS, the Texas Transportation Commission passed Minute Order 1 13074, dated
April 26, 2012 authorizes the State to undertake and complete a highway improvement generally
described as review plans, schematics and tn
engineering for widening bridges, safety lighting, bike

lanes, signals, sidewalks, ramps and markings for, the project described herein; and
WHEREAS, the City of Fort Worth desires to enter into a Local. Project Advance Funding
Agreement with the Texas Department of Transportation for engineering, environmental, right-of-
way and utilities for the widening of Garden Acres Bridge over 1H 35W.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF FORT WORTH, TEXAS:
The City Manager or his designee is authorized to execute a Local Transportation Project
Advance Funding Agreement (LPAFA) with the Texas Department of Transportation in the
amount of $ 1,408,989.00 for review of plans, schematics and engineering for widening of Garden
Acres Bridge over lH 35W.

RECOMMENDATION:
|tin recommended that the City Council:
1. Adopt the attached Resolution authorizing the execution of Local Project Advanced Funding
Agreement in the amount of $1,408,989.00 with the Texas Department of Transportation (TxDOT) for
preliminary engineering, environmental assessment, right-of-way acquisition and utility relocation to widen
Garden Acres Bridge for six lanes over IH 35W; and
2. Authorize initial payment to TxDOT in the amount of $49,762.68 to conduct review of plans, schematics
and engineering in accordance with the Local Project AdvuncodFundinQAoreennenL
DISCUSSION:
Execution of this Local Project AdmanoeFundingAgnnemon\/FundingAoreemenUintheomountcf
$1,408,989.00 allows the Texas Department of Transportation (TxDOT) to review the plans, schematics
and engineering of Garden Aon+S Bridge Phone ||. Gorden Acres Bridge Phase || will widen the existing
bridge for six lanes and include bike |oneo, sidewalks and traffic and pedestrian signals.
Garden Acres Bridge iGa six lane principal arterial onthe City's Master Thoroughfare Plan with bike lanes
on the []t/a Bike Fort Worth Plan. The 2008 Cepho| Improvement Program (2008 QP) approved funding
in the amount of $6,000,000.00. Currently, the bridge is a two lane facility with stop signs at the frontage
roads.
On March 11, 2011. the City of Fort Worth executed a professional engineering services Agreement ([1h/
Secretary Contract No. 41583) with Kino|ey'Honn and Associates, Inc., in the amount of$14.5OO.O0ho
identify low-cost traffic operational improvements that could be implemented within o year to nadum*
congestion on Garden Acres Bridge. The improvements identified include dedicated left-turn lanes with
temporary traffic signals et the frontage roads. Tx[}(]T agreed with these improvements and supported
implementation of them under the State permit process.
On December 6, 2011, City Council authorized execution of a professional engineering services
Agreement with Kim|ey-Horn and Aonodahau. Inc., in the amount of $66,000.00 to design the low-cost
traffic operational improvements as Garden Acres Bridge Phase 1. Phase | will start construction in
summer 2O12 with completion in fall 2O12.

On May 15, 2012, City Council authorized execution of a professional engineering services Agreement
with URS Corporation inthe amount Of$485.Q32.58 for engineering, environmental, hQht-of+woyand
utilities of Garden Acres Bridge Phase 11 to widen the bridge for six lanes including bike lanes, sidewalks
and traffic and pedestrian signals.
Funding for the construction costs will be paid to TxDOT from the 2008 Bond Program and will be
recorded os Cash being held byTrustee. Once construction begins, funds will bn expensed based on
progress reports as they are received from TxDOT.
