CALL TO ORDER
With a quorum of the City Council Members present, Mayor for the Day, Mr. Terry
Carmean, United States Air Force Veteran, banged the gavel and called the regular
session of the Fort Worth City Council to order at 7:05 p.m. on Tuesday, September 10,
2019, in the City Council Chamber of the Fort Worth City Hall, 200 Texas Street, Fort
Worth, Texas.

official signing of the reciprocal agreement solidifying the official partnership

Mayor Price opened the public hearing and stated that the vote on the proposed tax
rate of $0.747500 per $100.00 will occur at the City Council meeting on September
17, 2019, that begins at 7:00 p.m., located in the City Council Chambers, Fort
Worth City Hall, 200 Texas Street, Fort Worth, Texas 76102.

ZONING HEARING
The Notice of Special Hearing set today as the date for the hearing in connection with
recommended changes and amendments to Zoning Ordinance No. 21653-02-2015 and
that notice of the hearing had been given by publication in the Fort Worth Star -Telegram,
the official newspaper of the City of Fort Worth, on August 23, 2019.

Ms. Sarah Fullenwider, City Attorney, stated that the ordinance included in the
packet allowed camping on commercial property if written permission was
obtained by the property owner. The revised ordinance handed out at the City
Council Work Session prohibits camping on commercial property regardless if
written permission was obtained or not and would allow the City to fine the
property owner as well as the trespasser, or remove the trespasser from the
property.

Motion: Council Member Byrd made a motion, seconded by Council Member Allen
Gray, that M&C 19-0153 be approved and Appropriation Ordinance Nos.
23821-09-2019, 23822-09-2019, and 23823-09-2019 be adopted. Motion
passed 8-0, Council Member Moon absent.
F. Award of Contract
1. M&C 19-0148 Authorize Amendment to Neighborhood Empowerment Zone Tax
Abatement Agreement (City Secretary Contract No. 48635) with 2925 Race,
LLC, to Amend the Terms of the Abatement to Allow the Abatement Beginning
Date to Coincide with the First Year of the Compliance Auditing Term
(COUNCIL DISTRICT 9)
Motion: It was the consensus of the City Council that M&C 19-0148 be
continued to the October 15, 2019, Council meeting.
2. M&C 19-0157 Adopt an Appropriation Ordinance from available funds in the
Public Events Capital Fund for the Additional Rehabilitation of Pioneer Tower at
the Will Rogers Memorial Center Total Amount of $981,050; and Authorize
Change Order No.l to City Secretary Contract 51558 with HM & MF, Ltd., d/b/a
Muckleroy & Falls in the amount of $802,917.75 (COUNCIL DISTRICT 7)
Motion: Mayor Pro tem Shingleton made a motion, seconded by Council
MemberJordan, that M&C 19-0157 be approved and Appropriation
Ordinance No. 23824-09-2019 be adopted. Motion passed 8-0, Council
Member Moon absent.

Mr. Bob Willoughby, 6731 Bridge Street #125, completed a Citizen Presentation
card relative to zoning and was recognized by Mayor Price but was not present in
the Council Chamber.
Ms. LaDonna Meyers, 4916 Flamingo Road, completed a Citizen Presentation card
relative to the budget and police monitors and was recognized by Mayor Price but
was not present in the Council Chamber.
Mr. Jim DeLong, 8704 Granite Court, appeared before Council relative to the
power of unity.
Mr. Gerald Banks, Sr., 6861 Routt Street, completed a Citizen Presentation card
relative to profiling, wrongful arrest, police brutality, prosecutorial misconduct,
