Fabrication, Delivery, Installation and Contingencies for a Sculpture with Plaza in Lake Como Park, Located at 3401 Lake Como Drive, 76107,
and Find that the Use of Funds for Public Art for this Project Complies with the Voted Purpose of the Bond Funds. (COUNCIL DISTRICT 3)
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the execution of an Artwork Commission Contract with RDG IA, Inc. D/B/A RDG Dahlquist Art Studio, in an amount up to
$204,704.00 for fabrication, delivery, installation and contingencies for a sculpture with plaza in Lake Como Park.
2. Find that the use of the funds for public art for this project complies with the voted purpose of the bond funds.
DISCUSSION:
Inspired by the natural beauty and rich history of Lake Como Park, RDG IA, Inc. D/B/A RDG Dahlquist Art Studio ("RDG") will create
a sculpture that honors community leader William H. Wilburn, Sr., editor of the Lake Como Weekly, who captured the unique character of this
community, and Amon G. Carter Sr., whose gift of land established Lake Como Park in 1952.
RDG has designed a new 21' 6" square plaza, in proximity to the existing pavilion and dock, to serve as an invitation to gather and gaze both
outward and inward. At its center, a weathering steel sculpture approximately 18' in length, 10' in height, and 11' 3" in depth acts as a frame both
literally and figuratively for the community. Four (4) 6' wide vertical metal plates, which make up two sides of the frame, echo significant text
excerpts from The Lake Como Weekly archives and other historically relevant documents with cut outs and engravings. Angled towards the sky,
two (2) triangular plates listing Mr. Wilburn (North -facing) and Mr. Carter (South -facing) honor the two men while connecting the frame. The
sculpture will be lit from the ground during evening and night hours, in coordination with the Park and Recreation Department. The artists' Final
Design also includes two laminate black locust wood benches as well as a pathway leading up to the square plaza surface, which is comprised of
compacted crushed granite over prepared compacted granular bed with a'/" steel landscaping edge.
This project initiates the implementation of the Lake Como Park Public Art Master Plan: Commemoration Park: A Life Force / Soul, Spirit,
Mind, and Heart, which was approved by the Fort Worth Art Commission on February 12, 2018 and endorsed by the Park and Recreation
Advisory Board on March 27, 2019.
On March 12, 2019, RDG was placed under a Final Design Agreement (City Secretary Contract No. 52019) in the amount of up to $22,346.00.
Fort Worth Art Commission (FWAC) Action: On July 15, 2019, the FWAC approved RDG's Final Design and recommended that they be
placed under an Artwork Commission Contract.
The Final Design was presented to the Park & Recreation Advisory Board on August 28, 2019, and they will consider endorsement of the specific
site for the sculpture on September 25, 2019.
Funding for the project has been allocated from the Public Art Fund (Specially Funded Capital Projects Fund) and the 2004 Bond Program,
Proposition 1, based on the project's location and relationship to capital improvements from that source. Staff recommends that the City Council
find the use of the funds for this project at this location similarly complies with the voted purposed of the bonds. The project was included in the
Fort Worth Public Art Fiscal Year 2019 Annual Work Plan, adopted by the Fort Worth City Council on November 6, 2018 (M&C G-19412).

M/WBE OFFICE - The City's overall M/WBE goal for the Fort Worth Public Art Program is 25 percent of total capital project dollars expended on
public art annually.
Council Member Brian Byrd concurs with the Art Commission's recommendation to commission RDG IA, Inc. D/B/A RDG Dahlquist Art Studio to
fabricate, deliver, and install the sculpture with plaza in Lake Como Park.
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that funds in the amount of $204,704.00 are currently available in the Lake Como Park Public Art Project. Prior to
an expenditure being incurred, the participating department has the responsibility to validate the availability of funds.
