HomeMy WebLinkAbout(0051) M&C 19-0180City of Fort Worth, Texas Mayor and Council Communication DATE: 09/24/19 M&C FILE NUMBER: M&C 19-0180 LOG NAME: 202018CIPYR3CON12-PKCE SUBJECT Authorize Execution of an Engineering Agreement with Pacheco Koch Consulting Engineers, Inc. in the Amount of $261,637.00 for Combined Sanitary Sewer and Paving Improvements for 2018 CIP Year 3, Contract 12 and Adopt Appropriation Ordinance (COUNCIL DISTRICT 6) RECOMMENDATION: It is recommended that the City Council: 1. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Water and Sewer Capital Projects Fund in the amount of $175,840.00 from available funds; and 2. Authorize execution of an Engineering Agreement with Pacheco Koch Consulting Engineers, Inc. in the amount of $261,637.00 for combined Water, Sanitary Sewer and Paving Improvements for 2018 CIP Year 3, Contract 12 (City Project No. 101474) DISCUSSION: This Mayor and Council Communication is to authorize the preparation of plans and specifications for sanitary sewer main and paving improvements for approximately 1.97 lane miles for 2018 CIP Year 3, Contract 12 on the following streets: Street From To Burgess Drive Westhaven Drive Wentworth Street Darla Drive Westhaven Drive Wentworth Street Everest Drive Westhaven Drive Wentworth Street Albermarle Drive Westhaven Drive Wentworth Street W Clebure Road S. Hulen Street 140 feet South Meadow Knoll Drive Transportation and Public Works Department's portion of the contract is $166,047.00. Funds for this project are included in the 2018 Bond Program. Available resources within the General Fund will be used to provide interim financing until debt is issued. Once debt associated with the project is sold, bond proceeds will reimburse the General Fund in accordance with the statement expressing Official Intent to Reimburse that was adopted as part of the ordinance canvassing the bond election (Ordinance No. 23209-05-2018). The Water Department's portion of the contract is $95,590.00 will be funded from the Water and Sewer Capital Projects Fund. In addition to the contract amount, $163,108.00 (Sewer: $80,250.00; Paving: $82,858.00) is required for project management, utility coordination and material testing. The sanitary sewer component of this project is part of the Water Department's Sanitary Sewer Overflow Initiative Program. This project will have no impact on the Transportation and Public Works Department's annual operating budget nor on the Water Department's operating budget when completed. Design is expected to start in November 2019 and be completed by November 2020 depending on utility relocations and property acquisition. Construction should commence in February 2021 and completed in October 2022. M/WBE OFFICE: Pacheco Koch Consulting Engineers, Inc. is in compliance with the City's BIDE Ordinance by committing to 14.00% SBE participation on this project. The City's SBE goal on this project is 12%. Additionally, Pacheco Koch Consulting Engineers, Inc. is a certified M/WBE firm. The project is located in COUNCIL DISTRICT 6. FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that funds are available in the current capital budget as appropriated in the 2018 Bond Program Fund. In addition, upon approval of the above recommendation and adoption of the attached appropriation ordinance, funds will be available in the Fiscal Year 2019 capital budget, as appropriated, of the Water and Sewer Capital Projects Fund. The Fiscal Year 2019 Water and Sewer Operating Budget includes appropriations of $35,856,873.00 within the Wastewater Operating Budget for the purpose of providing Pay -As -You -Go Funding for Sewer Capital Projects. After this transfer for Fiscal Year 2019, the balance will be $12,235,187.00. Prior to any expenditure being incurred, the Water and Sewer and TPW Departments have the responsibility to validate the availability of funds.
