With a quorum of the City Council Members present, Mayor Price called the Fort Worth City Council Work
Session to order at 3:00 p.m. on Tuesday, August 27, 2019, in City Council Conference Room 290 of the Fort
Worth City Hall, 200 Texas Street, Fort Worth, Texas.
1. Report of the City Manager - David Cooke, City Manager
a. Changes to the City Council Agenda
Council was provided the Service Plan for the Sun Valley PID, #15.
b. Upcoming and Recent Events
City Hall will be closed Monday for Labor Day. The next City Council Meeting will be on Tuesday,
September 10, 2019.
c. Organizational Updates and Employee Recognition(s)
Mayor Price and Council Member Kelly Allen Gray recognized all the individuals at
the back to school event who assisted when a young man had medical issues.

2. Current Agenda Items - City Council Members
Council Member Byrd will be requesting approval of Ceremonial Travel for September 6,
2019, traveling to McAllen.
Council Member Moon will not be at the Council Meeting - supportive of PID 6 and PID
7, opposition to the budget and to the Economic Incentives for 1000 Weatherford.
City Attorney Sarah Fullenwider briefed the Council on a resolution that will amended the
Rules of Procedure related to speaking at Council meetings.
3. Responses to Items Continued from a Previous Meeting
M&C 19-0017 Ratify Application for and Authorize Acceptance of Funds Totaling
$25,000.00 from the Cities for Service Fund, Inc. for the 2019 Experience Matters
AmeriCorps VISTA Program to Assist in Developing and Coordinating a Financial
Empowerment Program for Particularly the Senior Population (Ages 50+) and Adopt
Appropriation Ordinance (ALL COUNCIL DISTRICTS) (Continued from a Previous
Week)

4. Briefing on Approval of FY2020 Dallas Fort Worth International Airport
Operating and Revenue Budget/Consideration of Commercial Paper Program -
Chris Poinsatte, Dallas Fort Worth International Airport
Chris Poinsette, Dallas Fort Worth International Airport presented the FY 2020 DFW Airport Operating and
REvenue budget and a briefing on the Commercial Paper program.
5. Presentation and Update on Minority Chamber Initiatives - Robert Sturns,
Economic
Development, Dee Jennings, Fort Worth Metropolitan Black Chamber of
Commerce, and John Hernandez, Fort Worth Hispanic Chamber of Commerce
Robert Sturns introduced this item and turned it over to Dee Jennings, Fort Worth
Metropolitan Black Chamber of Commerce and John Hernandez and Annette Landros,
Fort Worth Hispanic Chamber of Commerce to provide reports on their initiatives.
6. Presentation on Preventing Opioid Overdose - Ed Kraus, Police, Jim Davis,
Fire, and Matt Zavadsky, MedStar
Police, Fire and MedStar briefed the Council on the impacts of opioids in Fort Worth from their various
perspectives. THere will be a follow up presentation.
7. Briefing on Payday Lending Regulations — Randle Harwood, Planning and
Development and Melinda Ramos, Law
Randle Harwood, Planning and Development and Melinda Ramos, City Attorney's Office presented an
overview of Payday Lending including background, regulation of lenders, model ordinance from TML,
common zoning regulations and some long term strategies. Staff will bring back information on education,
potential partners, the TML model ordinance and where we have impacted existing businesses in the past that
have survived in the community.

8. Outstanding Items Related to the Proposed FY2019-2020 Budget - David
Cooke, City Manager
City Manager Cooke discussed the annual impact on proposed utility rate and fee increases ad increases in
property values. The approval of the stormwater rates will be separate from the budget approval. The
stromwater rates will be presetned on October 15, 2019, and will not be effective until Janaury 1, 2020.
9. City Council Requests for Future Agenda Items and/or Reports
Council Member Allen Gray - presentation and update on the towing companies and Auto Return
Council Member Bivens - report on food deserts and grocery stores
Mayor Price - status of the longhorn benches in front of City Hall.
10. Executive Session (CITY COUNCIL CONFERENCE ROOM, CITY HALL,
ROOM 290) - SEE ATTACHMENT A
There being no further business to come before the City Council Mayor Price adjourned
the meeting at 5:34 p.m.
