With a quorum of the City Council Members present, Mayor Priced called the regular
session of the Fort Worth City Council to order at 7:03 p.m. on Tuesday, September 24,
2019, in the City Council Chamber of the Fort Worth City Hall, 200 Texas Street, Fort
Worth, Texas.

Motion: Mayor Pro tern Shingleton made a motion, seconded by Council Member
Allen Gray, that the public hearing be closed, M&C 19-0185 be approved
and Ordinance No. 23869-09-2019 be adopted. Motion passed 9-0.
10. M&C 19-014 Adopt Ordinance Amending Fire Department Staffing to Increase the
Total Number of Authorized Civil Service Positions in Specified Classifications by a
Total of Fourteen to Reflect Changes Included in the Fiscal Year 2020 Budget and
Adopt Ordinance Prescribing Salaries for the Fire Department with Both
Ordinances Effective October 1, 2019 (ALL COUNCIL DISTRICTS)
City Secretary Kayser advised that the City Council would be considering the
revised Addendum A to the Salary Ordinance that was distributed at the Work
Session. The revised addendum is consistent with the version that was distributed
in the packet but includes some additional information.
Motion: Council Member Jordan made a motion, seconded by Mayor Pro tern
Shingleton, that M&C 19-0214 be approved, Ordinance No.
23870-09-2019 be adopted and Ordinance No. 23871-09-2019 be adopted
as amended. Motion passed 9-0.
11. M&C 19-0215 Adopt Ordinance Amending Police Department Staffing Effective
October 1, 2019, to Increase the Total Number of Authorized Civil Service Positions
in Specified Classifications by Thirty -Eight to Reflect Changes Included in the Fiscal
Year 2020 Budget and Adopt Ordinance Prescribing Salaries for the Police
Department (ALL COUNCIL DISTRICTS)
City Secretary Kayser advised that the City Council would be considering the
revised Salary Ordinance that was distributed at the Work Session, which replaces
references to "Deputy Chief' with "Commander" to accurately reflect the cutoff
between the tested and appointed ranks.
Motion: Council Member Jordan made a motion, seconded by Mayor Pro tem
Shingleton, that M&C 19-0215 be approved and Ordinance No.

1. 19-0255 A Resolution of the City of Fort Worth, Texas Approving the Continued
Receipt of a Statutory Share of Bingo Prize Fees Collected on Charitable Bingo
Activity that Occurs within the City; And Directing that the Texas Lottery
Commission Shall be Promptly Provided a True and Correct Copy of this Resolution

Ms. Sharon Ives, 3412 Marquita Drive, appeared before Council in opposition to
the resolution.
Ms. Julia Zuniga, 4501 Benbrook Highway, completed a comment card in
opposition to the resolution.
Motion: Council Member Moon made a motion, seconded by Mayor Pro tem
Shingleton, that 19-0255 be continued to the October 15, 2019, Council
meeting. Motion passed 9-0.
2. 19-0119 A Resolution Waiving Street Use Permit Fees For "12 Mighty Orphans"
Film Production
Mr. Mitch Whitten, 2239 Huntington Lane, completed a speaker card in support of
the resolution and was recognized by Mayor Price but did not wish to address
Council.
Motion: Mayor Pro tem Shingleton made a motion, seconded by Council Member
Zadeh, that Resolution No. 5132-09-2019 be adopted. Motion passed 9-0.

1. M&C 19-0178 Adopt Ordinance Adjusting Appropriations in Various Taxing
Increment Reinvestment Zone Funds and Amounts to Bring Revenues and
Expenditures Into Balance for Fiscal Year 2019 (ALL COUNCIL DISTRICTS)
Motion: Mayor Pro tem Shingleton made a motion, seconded by Council
Member Flores, that M&C 19-0178 be approved with the following
amendments and Ordinance No. 23874-09-2019 be adopted:

1. That the table of the various TIF funds be revised to reflect the
following adjustments in place of those indicated in the M&C:
a. No. 9 (Trinity River Vision) to be adjusted by $592,238.00
b. No. 9A (Trinity River Vision) to be adjusted by $25,312.00
c. No. 10 (Lone Star) to be adjusted by $874,135.00
d. No. l0A (Lone Star) to be adjusted by $115,435.00;
2. That references to those funds in the Discussion section of the M&C
be changed accordingly; and
3. That the recommendation and appropriation ordinance be revised to
reflect an overall appropriation decrease of $95,497.00 instead of
$379,209.00.

2. M&C 19-0207 Adopt Attached Appropriation Ordinance Increasing Estimated
Receipts and Appropriations in the Grants Operating Federal Fund in the Amount
of up to $30,000.00 from Earned Interest Income to be Utilized for the City's
Priority Repair Program (ALL COUNCIL DISTRICTS)
Motion: Council Member Bivens made a motion, seconded by Mayor Pro tem
Shingleton, that M&C 19-0207 be approved and Appropriation
Ordinance No. 23875-09-2019 be adopted. Motion passed 9-0.

1. M&C 19-0204 Authorize Execution of Amendment No. 9 in the Amount of
$242,055.00 to an Engineering Agreement with Dannenbaum Engineering
Corporation, for Village Creek Drainage Basin Main 325 Parallel Relief Sewer,
Part 2, for a Revised Contract Amount of $1,809,114.28, Authorize Execution of
a Contract with McKee Utility Contractors, Inc., in the Amount of
$13,188,447.00 for Village Creek Drainage Basin Main 325 Parallel Relief Sewer,
Part 2, Provide for Project Costs for a Project Total in the Amount of
$14,314,152.00, Adopt Resolution Expressing Official Intent to Reimburse
Expenditures with Proceeds of Future Debt and Adopt Appropriation Ordinance
(COUNCIL DISTRICTS 6 AND 8)
Motion: Council Member Allen Gray made a motion, seconded by Council
Member Moon, that M&C 19-0204 be approved and Resolution No.

profiling, police brutality, wrongful arrest, killing, wrongful prosecution, race

Ms. Samantha Trimble 7510 Marsland Lane, Arlington, Texas, completed a Citizen
Presentation card relative to the police department and was recognized by Mayor
Price but was not present in the Council Chamber.
Mr. Jim DeLong, 8704 Granite Court, appeared before Council relative to walking a
mile in the police department's shoes and presented a video.

Mr. Tye Brown, P.O. Box 8006, completed a Citizen Presentation Card relative to
therapeutic counseling services for foster children and was recognized by Mayor
Price but was not present in the Council Chamber.
Bishop Mark Kirkland, 6425 Vel, appeared before Council relative to the cost of
gun violence and provided a handout.
