Kayser, City Secretary With a quorum of the City Council Members present, Mayor Price called the Fort Worth City Council Work Session to order at 3:40 p.m. on Tuesday, October 15, 2019, in City Council Conference Room 290 of the Fort Worth City Hall, 200 Texas Street, Fort Worth, Texas. 1. Report of the City Manager - David Cooke, City Manager a. Changes to the City Council Agenda David will withdraw the following M&Cs from the Consent Agenda for individual consideration (speakers): 19-0216, 19-0218, 19-0220, 19-0223, 19-0224, 19-0227, 19-0229, 19-0230, 19-0231, 19-0234, 19-0235, 19-0254, 19-0255. Presentation by the Fort Worth Library Advisory Board - Katherine Moloney, Chair and Phyllis Grissom, Chair Elect; The Resolution endorsing the ACES Task Force Circle of Support Blueprint and The Proclamation for Safe Baby Sleep Council will all be rescheduled to a later date. b. Overview of Significant Zoning Cases - Arty Wheaton -Rodriguez, Planning and Development Mr. Arty Wheaton -Rodriguez, Planning and Development Department, provided an overview of significant zoning cases. 5. Briefing on Ground Lease Agreement with American Quarter Horse Foundation at Will Rogers Memorial Center — Jay Chapa, City Manager's Office Assistant City Manager Jay Chapa provided a briefing on the Ground Lease agreement with the American Quarter Horse Foundation that will be located at Will Rogers. 6. Briefing on the Proposed Stormwater Utility Fee Increase — Greg Simmons, Transportation and Public Works Greg Simmons, Assistant Director TPW, provided a briefing on the proposed Stormwater Utility Fee increase. This will be acted on at the Council Meeting at 7:00 pm. Mr. Simmons will provide a brief report at the Council Meeting. 7. City Council Requests for Future Agenda Items and/or Reports Mayor Price requested that the City Manager bring forward a third party panel to review Police procedures, Use of Force and Processes that we have in place. There will be a report every Tuesday at the Work Session. The panel will be identified by November 19, 2019. Council Member Bivens requested that City Manager Cook update the Council with the status of the Police Monitor position and the Diversity and Inclusion Director position. With in the next couple of weeks there will be interviews with the candidates for the Diversity and Inclusion Director. There is a meet and greet and public forum to meet the candidates on October 28th. Interviews for the Police Monitor will held in the third week of November.
