HomeMy WebLinkAbout(0026) M&C 19-0261City of Fort Worth, Texas Mayor and Council Communication DATE: 10/22/19 M&C FILE NUMBER: M&C 19-0261 LOG NAME: 19AMENDMENT NO. 2 TO MAYOR AND COUNCIL COMMUNICATION P-12170 SUBJECT Authorize Increase in Contract Authority from $13,696,723 to $14,148,750 for Multiple Vendors for the Neighborhood Services Department's Home Repair Programs (ALL COUNCIL DISTRICTS) RECOMMENDATION: It is recommended that the City Council authorize an increase of contract authority from $13,696,723 to $14,148,750 for multiple vendors for the Neighborhood Services Department's Home Repair Programs. DISCUSSION: On March 6, 2018, the City Council approved entering into contracts with GTO1 Construction Corporation, Anthony Lee Brown and Tonie Walker Brown d/b/a Camelot Roofing, G.A. Miller Enterprises, Inc. d/b/a Glenn's A/C & Heating, ES Squared, LLC, HVAC Service Pro, LLC and Jesus Garcia & Sons, Inc. d/b/a MVA AC and Heating for the Neighborhood Services Department for its Home Repair Programs in an Annual Amount of $3,773,000 for an Initial One -Year Term with Two One -Year Renewal Options for a Total Combined Amount of $11,319,000 (M&C P-12170). The contracts do not contain an annual agreement amount. Currently, the contracts are in the second year of a potential three-year contract term. On February 19, 2019, through M&C P-12300, the original Year One amount was increased from $3,773,000 to $4,750,723, and the Year Two and Year Three amounts were increased to $4,473,000 each for a three year funding total of $13,696,723. Grant funds are not required to be spent within the current contract term and the Department is not limited to an annual amount. M&C P-12300 was further required because $700,000 in additional Weatherization program funds were received, an additional $127,733 in Lead Hazard Reduction Demonstration matching funds needed to be included, and because contractual authority was needed for implementation of the proposed $150,000 Fair Housing Accessibility pilot program approved through the 2018-19 Action Plan for use of HUD grant funds. $452,027 in additional annual contracting authority is now being requested in order to provide for increased service levels through the Household Crisis Repair Program ($152,027), and to include $300,000 in CDBG program income funds for the City's Priority Repair programs that was not incorporated into M&C P12170 or M&C P-12300 as explained above. The Household Crisis Repair program uses Comprehensive Energy Assistance Program (CEAP) grant funds from the Texas Department of Housing and Community Affairs (TDHCA) to make urgently needed repairs and upgrades to equipment in the homes of very low income Tarrant County residents. The City's Priority Repair Programs assists income eligible homeowners with health and safety repairs to their homes through a one time per year maximum assitance amount of $5,000. $300,000 in CDBG program income was authorized for collection and use for the City's Priority Repair Programs through M&C G-19328 and M&C 19-0016 ($150,000 through each M&C), and TDHCA has provided an increase in the City's CEAP award based on the continuing demand for Household Crisis Repair services, therefore necessitating the requested increase in contracting authority. This increase in total contract authority from $13,696,723 to $14,148,750 will assist approximately 150 additional clients through the City's Household Crisis Repair Program, and will facilitate the continued operation of the City's Priority Repair Programs with no interuption in services offered to program -eligible City residents. A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity. FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that funds are available in the current budget, as appropriated, of the Grants Operating Federal, Grants Operating State, and Grants Operating Other Funds. Prior to an expenditure being made, the Neighborhood Services Department has the responsibility to validate the availability of funds.
