Adopt an Appropriation Ordinance Decreasing Appropriations in the 2014 Bond Fund from Timberland Boulevard in the Amount of
$1,000,000.00, and Adopt an Appropriation Ordinance Increasing Appropriations in the 2014 Bond Fund for the Silver Creek Road Project in the
Amount of $1,250,000.00, and Authorize the Execution of a Construction Contract with Texas Materials dba JLB Contracting in the Amount of
$4,918,903.64 for Roadway Construction for Silver Creek Road from City of Fort Worth Limits to Brewer High School (COUNCIL DISTRICT 7)
RECOMMENDATION:
It is recommended that the City Council:
1. Adopt the attached Appropriation Ordinance decreasing appropriations of $1,000,000.00 in 2014 Bond Funds from Timberland Boulevard
(CPN CO2288);
2. Adopt the attached Appropriation Ordinance increasing appropriations in the amount of $1,250,000.00 in 2014 Bond Funds for Silver Creek
Road (CPN CO2101); and
3. Authorize the execution of a construction contract with Texas Materials dba JLB Contracting in the amount of $4,918,903.64 for Silver Creek
Road from City of Fort Worth limits to Brewer High School (CPN CO2101).
DISCUSSION:
The 2014 Bond Program provides funding for improvements to Silver Creek Road Phase 2 from Brewer High School (White Settlement ISD) to
the Fort Worth City limits. This section of Silver Creek Road is currently a deteriorated two-lane asphalt road. The construction will include
rehabilitation of the existing two-lane roadway with asphalt pavement, widening of shoulders and drainage improvements.
The project was advertised with a base bid and an alternate bid. The base bid is from Brewer High School to Live Oak Creek, including
reconstruction of the entire width of the road, widened shoulders and improved drainange culverts. The alternate bid is from Live Oak Creek to the
Fort Worth city limits, including widened shoulders and improved drainage culverts. The Base Bid and Altenate Bid are recommended for award.
The construction contract will be funded through the 2014 Bond Program. Available resources within the General Fund will be used to provide
interim financing for these expenses until debt is issued. Once debt associated with this project is sold, bond proceeds will reimburse the General
Fund in accordance with the statement expressing official Intent to Reimburse that was adopted as part of the ordinance canvassing the bond
election (Ordinance No. 21241-05-2014). The construction will also be funded through residual funds from Timberland Boulevard, another 2014
Bond Program project.
In the 2014 Bond Package, Timberland was awarded a total of $14,501,009.00 for the construction of Timberland Boulevard from Excelsior Lane
to US 377 and Park Vista Boulevard from Caylor Road to Timberland Boulevard. On June 7, 2016 a total of $519,973.00 was added to the
project through a developer contribution from Steadman Farms (M&C C-27750). On December 5, 2017 a total of $526,970.00 was added to the
project through an interlocal agreement with the City of Keller (M&C C-28491). On May 14, 2019 a total of $600,000.00 was added to the project
from Impact Fees (M&C C-29127). The project is not complete, however the final phase of Timberland is encumbered with the construction and
material testing contracts and there is an excess of $1,000,000.00 of 2014 funds that will not be used on the project. The final phase of Timberland
is one third complete and the project team is confident it will not need additional funds at a future date. The Silver Creek project is in need of
additional funds because construction prices have increased since the original estimate was produced in 2013.
Silver Creek Road from Live Oak Creek to Brewer High School was advertised June 6, 2019 and June 13, 2019 in the Fort Worth Star -Telegram.

The project will begin in Fall 2019 and will be complete in Fall 2020.
Texas Materials Group, Inc dba JLB Contracting is in compliance with the City's BIDE Ordinance by committing to 14% MBE participation on this
project. The City's MBE goal on this project is 14%.
This project is in Council District 7.
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies upon approval of the above recommendations and adoption of the attached appropriation ordinances, funds will
be available in the 2014 Bond Program Fund. Prior to an expenditure being incurred, the Transportation & Public Works Department has the
responsibility of verifying the availability of funds.
