With a quorum of the City Council Members present, Mayor Price called the Fort Worth
City Council Work Session to order at 3:03 p.m. on Tuesday, October 22, 2019, in City
Council Conference Room 290 of the Fort Worth City Hall, 200 Texas Street, Fort
Worth, Texas
1. Report of the City Manager - David Cooke, City Manager
a. Changes to the City Council Agenda
M&C 10-0266 will be continued to October 29, 2019 so that a public hearing can be
conducted.
b. Upcoming and Recent Events
Diversity and Inclusion Director Candidates - Monday, October 28th at Morningside
Elementary School, 2601 Evans Ave.

Fernando Costa introduced Victor Turner as the Neighborhood Services Director. Mr.
Turner begins November 25, 2019.
Update on Third Party Police Policy Review
City Manager David Cooke announced that the interviews for the Independent Police
Monitor will begin the third week in November.
Mr. Cooke also announced that the Third Party Police Review Panel will consist of
national experts with experience in procedural justice, bias free policing, and best
practices in police training and police policies. A scope of work has been drafted and
some conversations with potential panelists. The panel will be on board no later than
November 19, 2019.

4. Presentation on Firefighters Exposure to Carcinogens — Chief Jim Davis, Fire and
Mark Barta, Human Resources
Fire Chief Jim Davis and Mark Barta, Human Resources, provided a briefing on the
background of cancer in the Fire Service nationally and in Fort Worth. They
described the Fire Department Cancer Reduction program and a proposal to transfer
$1,275,000 in FY 20 from Risk Management to Fire for the program. Next steps
include instituting a spending plan for the FY 20 budget, policies and procedures to
reduce risk with the assistance of new equipment, measure outcome data, and
continue to build relationships that will enhance further research on cancer in the fire
service.

Council Meetings, suspension of items, speakers and use of other locations
Council Member Allen Gray - Update on the Census 2020 Complete Count Committee
and communication about the Census

Council Member Jordan - Fraud waste and abuse hotline and how it works internally
Council Member Flores - Street name change on NW and NE 28th Street to Cesar
Chavez and Delores Huerta
