HomeMy WebLinkAbout(0013) M&C 19-0272City of Fort Worth, Texas Mayor and Council Communication DATE: 10/29/19 M&C FILE NUMBER: M&C 19-0272 LOG NAME: 13P19-0209 PAVEMENT MILLING MACHINE PMD LSJ SUBJECT Authorize Purchase of a Pavement Milling Machine from Kirby -Smith Machinery, Inc. in an Amount Up to $688,500.00 for the Transportation and Public Works Department Through the Property Management Department (ALL COUNCIL DISTRICTS) RECOMMENDATION: It is recommended that the City Council authorize the purchase of a pavement milling machine from Kirby -Smith Machinery, Inc. in an amount up to $688,500.00 for the Transportation and Public Works Department through the Property Management Department. DISCUSSION: The Property Management Department (PMD) approached the Purchasing Division for assistance with buying a pavement milling machine for the Transportation and Public Works (T/PW) Department. T/PW will use the machine to remove and level paved surfaces as well as repair damaged pavement. Purchasing issued an Invitation to Bid (ITB) consisting of detailed specifications as to the functionality, features and requirements for the new units. This bid was advertised in the Fort Worth Star -Telegram on July 17, 2019, July 24, 2019 and July 31, 2019. One -hundred and six vendors were solicited from the purchasing vendor database; two responses were received. Staff recommends awarding the purchase of one (1) Trail King TK70 Trailer and one (1) Wirtgen Milling Machine Chevrolet to Kirby -Smith Machinery, Inc. for a total amount of up to $688,500.00, based on the overall low bid meeting specification. The milling machine is not designed to be driven on the road for transportation. In order to travel from one location to another, the machine requires the use of a trailer that is speficially built to accommodate it. Holt Texas LTD provided a bid for the trailer only. Staff certifies that the new units meet the required specification and are expected to operate satisfactorily during their service life. Warranty information, manufacturer's Statement of Origin and original sales invoice will accompany the new units upon acceptance and delivery to the 4100 Columbus Trail facility. BID TABULATION- (see attached) TOTAL COST OF OWNERSHIP (TCO) - Over the service life of 10 years the total cost of ownership for trailer is $82,000.00. There is no TCO data available for the milling machine as this is the first unit the City of Fort Worth has purchased. PRICE ANALYSIS - There is no purchase history for the milling machine. Staff reviewed the proposed pricing and concluded that pricing offered by the recommended Vendor is fair and reasonable. ADMINISTRATIVE CHANGE ORDER — An administrative change order or increase may be made by the City Manager up to the amount allowed by relevant law and the Fort Worth City Code and does not require specific City Council approval as long as sufficient funds have been appropriated. M/WBE OFFICE - A waiver of the goal for MBE/SBE subcontracting requirements was requested by the Purchasing Division and approved by the M/WBE Office, in accordance with the BIDE Ordinance, because the purchase of goods or services is from sources where subcontracting or supplier opportunities are negligible. The trailer will be delivered within 240 days, and the milling machine will be delivered within 45 days after receipt of a purchase order. FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that funds will be available in the current capital budget, as appropriated, of the Tax Note 2019 Fund.
