Authorize Execution of a Contract with Pavecon Public Works, LP, in the Amount of $755,848.00 for Randol Mill Road Street Rehabilitation

RECOMMENDATION:
It is recommended that the City Council authorize the execution of a contract with Pavecon Public Works, LP, in the amount of $755,848.00 for the
2020 Randol Mill Road Street Rehabilitation Project.
DISCUSSION:
In the Fiscal Year 2020 Pay -Go Contract Street Maintenance Program, various types of street maintenance are grouped into specific contract
packages. The 2014 Bond Program included a multi -phased improvements program for Randol Mill Road from Old Randol Mill Road to Racquet
Club Drive. Phase 1 of the project, Stone View Court to Old Randol Mill Road improvements, was completed in 2018; Phase 2 of the project,
intersection improvements at Precinct Line Road and Randol Mill Road is currently in progress; Phase 3 includes repaving Randol Mill Road from
Old Randol Mill Road to Precinct Line Road is expected to be completed in October, 2019. The final phase of the Randol Mill Road project
includes the repaving of Randol Mill Road from Precinct Line Road to Racquet Club Drive. The construction will include rehabilitation of existing
two-lane roadway with new asphalt pavement and pavement markings (City Project No. 102237).
Construction for this project is expected to start approximately January 2020 and to be completed by early spring. Upon completion of the project
there will be no anticipated impact on the general fund operating budget.
This project was advertised for bid on July 25, 2019 and August 01, 2019 in the Fort Worth Star -Telegram. On August 22, 2019, the following bids
were received:

Pavecon Public Works LP $755,848.00
The low bidder, Texas Materials Group, did not submit MWBE paperwork within the stipulated time frame and is considered nonresponsive.
M/WBE OFFICE — Pavecon Public Works, LP, is in compliance with the City's BIDE Ordinance by committing to 7% MBE participation on this
project. The City's MBE goal on this project is 6%.
The City reserves the right to increase or decrease quantities of individual pay items within the contract provided that the total contract amount
remains within plus or minus 25% of the contract award.
This project is located in COUNCIL DISTRICT 5
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendation and award of the contract, funds are available in the current
capital budget, as appropriated, in the General Capital Projects Fund 2020 Street Rehab -Randol Mill Project. Prior to any expenditure being
incurred, the Transportation & Public Works Department has the responsibility to validate the availability of funds.
