Experience with several consent decree investigations including Puerto Rico and New Orleans. •Dr. Theron L. Bowman, PhD –Former police chief and recognized expert in policing practices with experience in several department investigations including Baltimore, Albuquerque and Chicago •Jonathan Smith –Washington Lawyers’ Committee and former USDOJ Civil Rights Division Chief; •Emily Gunston –Washington Lawyers’ Committee and former USDOJ Civil Rights Division Deputy Chief; •Lynda Garcia –Policing Campaign Director and attorney, The Leadership Conference on Civil and Human Rights; •Tom Petroski, JD -Former FBI Dallas Chief Legal Counsel; •Marcia Thompson, Esq –Law enforcement and civil rights attorney and consultant; •Dr. Rita Watkins -Executive Director of the Law Enforcement Management Institute of Texas. Review Panel •The panel is not the Citizen Review Board (CRB). •The Police monitor will lead the effort in designing and recommending the structure of the CRB to the City Manager and the City Council Phase I Goal 5 Identify patterns and practices related to police interactions with the public during investigative stops, searches, arrests, and use of force incidents. Phase I Scope 6 1.Review and report of the evolution/changes of existing Police policies from 2014 to 2019. 2.Detailed review of current Stops, searches, arrests, and Use of Force related policies and practices 3.Detailed review of policies, training and accountability systems related to achieving biased free policing with recommendations on potential improvements. 4.Detailed review of current de-escalation policies, practices and training with recommendations on potential improvements. 5.Initiation of community engagement program, conduct community listening sessions, engage community leaders from diverse communities. Phase II Goal 7 Review overall other police policies, general orders and practices related to interactions with the public and citizens to identify opportunities to improve trust and confidence in the police department. These include: •Community Policing and Engagement, •Misconduct complaints (The apparatus for receiving and acting on internal and external police complaints), •Recruitment/Hiring/Promotions, •Critical Incident Interactions (Mental Health) •Interactions with Youths. Phase II Scope 8 1.A review of training associated with traffic stops and other more routine police -community interactions. 2.A review of accountability and discipline related procedures. 3.Outreach throughout the Fort Worth community to engage diverse community members and develop confidence in the recommendations and reform process. 4.Publish report of conclusions and recommendations Next Steps 9 •November 19th City Council consideration of resolution approving the creation of the panel •By December 2nd City Manager signs contracts with each panelist or respective organization •December Panel begins work with development of overall schedule and review of existing policies/scheduling of community listening sessions Wrap -up •The group of national expert panelists will run the review and process providing the City Manager updates periodically •The panel’s work will be ongoing when the Police Monitor position is filled. The monitor will interact with the panel to gain insight into the various policies and recommendations made by the panel 11 Questions?
