As a resident of East Fort Worth for almost 40 years, I have seen this problem grow to intolerable levels. People who oppose it have likely not read it or failed to properly understand its intent. It simply gives city officials the ability to deal with health and safety issues when the owner is not readily available. Please approve. The idea that this ordinance is criminalizing homelessness as opposed to giving a needed enforcement tool to police officers is asinine. Many dumpsters of trash and debris have been hauled off the property over the years, in fact another clean-up is currently in progress. Many homeless women with children sleep in their cars to save money for a deposit for an apartment. Fines that aren't mandatory leave potential for discrimination. Ordinances that criminalize homelessness violate the 4th, 8th, and 14th amendments. This shouldn't be acceptable in a city ordinance. It costs less to house a person than to incarcerate a person or even shelter a person. It would be cheaper and more effective to spend money on housing. Under no circumstances, however, could I support a version that inculded car campers, or a graduated fine up to $2000.
