Please vote FOR M&C 19-0135. Unauthorized campers create
blight and dangerous biohazards that become the burden of
property owners to remove. Code cites owners for cleanup and
threaten daily fines of $2K. The mess often includes used
needles and human feces -- a very dangerous mess to clear.

I support the ordinance that requires the permission of the
property owner for camping on his/her property. As a resident of
East Fort Worth for almost 40 years, I have seen this problem
grow to intolerable levels. Property owners should not be
penalized for the actions of others.

this measure is in the best interests of the overall community.
Even if civil penalties are not levied against offenders,having
something to give some difficult campers a a push to move on
elsewhere is good for all of us involved.

This is a common sense ordinance that is short and to the point.
People who oppose it have likely not read it or failed to properly
understand its intent. It simply gives city officials the ability to
deal with health and safety issues when the owner is not readily
available. Please approve.

Our city has a variety of Homeless shelters. If someone
CHOOSES not to use them it is just that: their CHOICE. That
choice should not entitle them to camp where they like. They are
often the source of litter, unsanitary waste, and petty crime.
Please give our Police this tool to curb urban camping.

I am strongly in favor of this ordinance. I suggest that a
companion policy be established which would direct police
officers enforcing the ordinance to make an effort to get the
violator to one of the facilities established to aid homeless
citizens.

problem in east Fort Worth. The idea that this ordinance is
criminalizing homelessness as opposed to giving a needed
enforcement tool to police officers is asinine.

I support this ordinance since my property backs up to vacant
land(5015 East Lancaster) that has attracted campers for the last
10 or more years. Many dumpsters of trash and debris have
been hauled off the property over the years, in fact another
clean-up is currently in progress.

I support this ordinance revising provisions of unauthorized
campsites. I know of at leas 5 Eastside neighborhood
associations plus the E. FW Business Association which are
supporting it. It deals with a citywide problem, and the greatest
impact is in East FW because of the homeless concentration.

If this ordinance is not passed vagrant camping will impose
health threats to the citizens of Ft. Worth, and promote
unwanted disease in our city. It will further place an undue

My wife and I have had personal experience with someone
trying to set up camp on our vacant property. He apparently
showed up early in the morning and fortunately, our dogs
discovered him late in the afternoon. Yes he did leave but in the
span of one day we were left to pick up 2 bags of trash.

Camping is a problem in the Parker Essex Boaz area off 287
service, Riverside Dr & Vickery, I30 & Lancaster. It takes months
sometimes a year to remove the illegal campsites. This
Ordinance will provide much needed resource for the FWPD &
Code Officers to address the problem. PLEASE PASS

So many issues that have to do with the homeless here in Ft
Worths east side. I would just like to say though it may fall on
deaf ears that I dont believe enough is being done to end the
root cause of all these problems. Permanent housing for this
group of people should be the highest priority.

I am against this proposal to criminalize homelessness. Rent
control and affordable housing ordinances are functional
solutions in a rapidly growing city. Unrealistic fines and criminal
convictions are unfair and will make the problem worse. Don't

This ordinance will result in a fear of police, which can be
detrimental, specifically because many women become homeless
due to domestic violence. Many homeless women with children
sleep in their cars to save money for a deposit for an apartment.
A fine would be detrimental to that goal.

on women with children escaping violence and choosing their car
as a safe refuge if shelters are overcrowded or they have no
other place to go. Passing this unfairly punishes them while they
try to get out of their circumstances.

I would urge you to consider removing the language from this
ordinance that includes people sleeping in cars. Many women

fleeing violence. This ordinance could increase fear of the police
and delay getting the help they need.

because penalizing people (who are likely already poor) may
encourage people to steal, pawn, and prostitute themselves to
pay the fine. What is to happen to people that cannot pay -are

The proposed ordinance is vague and unconstitutional. Fines
that aren't mandatory leave potential for discrimination.
Ordinances that criminalize homelessness violate the 4th, 8th,
and 14th amendments. This shouldn't be acceptable in a city
ordinance. Fort Worth has to protect ALL its citizens.

I'm opposed to the Ordinance. I believe it targets an already
maginalized and vulnerable population. The requirement for
written permission and even the possiblity of the fine are
unrealistic for people experiencing homelessness.

Criminalizing homelessness is ineffective and expensive. It costs
less to house a person than to incarcerate a person or even
shelter a person. It would be cheaper and more effective to
spend money on housing. We need more resources for
homelessness prevention, rapid re -housing and permanent
supportive housing.

absentee property owners could benefit the City and it's citizens.
However, criminalizing and fining individuals is not a suitable
solution. Doing so, will incur further costs for the city and

After much initial concern about this ordinance, I think I can live
with the original version provided FWPD policy to use citation
only as a last resort. Under no circumstances, however, could I
support a version that inculded car campers, or a graduated fine
up to $2000.
