Adopt the Attached Appropriation Ordinance Decreasing Appropriations in the 2018 Bond Program Fund and Increasing the Appropriations in
the Sendera Ranch Boulevard and Diamondback Lane Signal Improvement Project and Update the FY2020-2024 Capital Improvement Plan
(COUNCIL DISTRICT 7)
RECOMMENDATION:
It is recommended that the City Council adopt the attached Appropriation Ordinance decreasing appropriations in the 2018 Bond Funds Traffic
Signal programmable project in the amount of $130,000.00 (City Project number P130006) and increasing appropriations in the Sendera Ranch
Boulevard and Diamondback Lane signal improvement project from the 2018 Bond Program Fund in the amount of $130,000.00 for project
management, ROW/easements, inspections, material testing, etc. (City Project No. 102036).
DISCUSSION:
The intersection of Sendera Ranch Boulevard and Diamond Back Lane currently operates as an all -way stop controlled intersection. Drivers
routinely experience congestion and delays during peak hours, as well as expected high volume of young pedestrians from Sendera Ranch
Elementary School. The proposed traffic signal will improve the traffic flow, reduce the congestion and improve safety for pedestrians by including
pedestrian signals, ADA ramps and crosswalks.
On May 21, 2019, M&C G-19542 was approved to appropriate $400,000.00 of Transportation Impact Fee Capital Legacy Funds for design and
construction of the project and stated that all expenses that are not transportation impact fee eligible will be funded from 2018 Bond Traffic Signal
programmable funds.
On March 8, 2019, a professional service agreement was executed with IEA, Inc. for transportation on -call design services (CS 52033). Design for
these improvements is at 60% and is estimated to be complete in spring of 2020.
Funds for this project are included in the 2018 Bond Program. Available resources within the General Fund will be used to provide interim
financing until debt is issued. Once debt associated with the project is sold, bond proceeds will reimburse the General Fund in accordance with the
statement expressing Official Intent to Reimburse that was adopted as part of the ordinance canvassing the bond election (Ordinance No. 23209-
05-2018). The 2018 Bond Program funding was included in the 2020-2024 Capital Improvement Plan for project PB0006. In order to
administratively track the spending of all funding sources in one project, appropriation ordinances are needed to move appropriations from the
programmable project to the jointly funded static project. This action will amend the 2020-2024 Capital Improvement Plan.
This M&C appropriates $130,000.00 for project management, ROW and easements, inspection and material testing. The estimated construction
start date is in summer 2020 pending the ROW acquisitions and utility relocations.

FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds will
be available in the 2018 Bond Program Fund. Prior to an expenditure being incurred, the Transportation & Public Works Department has the
responsibility of verifying the availability of funds.
