HomeMy WebLinkAbout(0024) M&C 20-0008City of Fort Worth, Texas Mayor and Council Communication DATE: 01/14/20 M&C FILE NUMBER: M&C 20-0008 LOG NAME: 13PCOOP TWINCREST HGAC T/PW SKR SUBJECT Authorize an Agreement with Twincrest Inc., d/b/a Twincrest Technologies, using a HGAC Cooperative Purchasing Agreement PE-05-19 for Traffic Signal Parts and other Related Hardware and Equipment in an Amount Up to $250,000.00 for the Initial Term and Authorize One Annual Renewal Option in an Amount up to $250,000.00 in Accordance with the HGAC PE-05-19 Coop Contract for the Transportation & Public Works Department (ALL COUNCIL DISTRICTS) RECOMMENDATION: It is recommended that the City Council authorize an agreement with Twincrest Inc., d/b/a Twincrest Technologies, using the HGAC Cooperative Purchasing Agreement PE-05-19 for traffic signal parts and other related hardware and equipment and parts in an amount up to $ 250,000.00 for the initial term and authorize a (1) one-year renewal option in an amount up to $250,000.00 in accordance with the HGAC PE-05-19 or applicable successive HGAC contracts for the Transportation & Public Works Department. DISCUSSION: The Transportation & Public Works Department initiated a requisition for an Annual Agreement to purchase Traffic Signal Detection System, Traffic Flow Monitoring and Management System, hardware and other traffic signal related equipment and parts. The purpose of the purchase is to make necessary upgrades, repairs and maintenance, and to bring traffic control devices up to standard with the latest industry requirements. The Transportation & Public Works Department uses this traffic control radar detector equipment to detect the presence of vehicles to activate the time -cycled traffic lights at signalized intersections throughout the City. The radars are installed above ground and perform accurately in all weather conditions. Parts provided under the Agreement include: matrix assembly with brackets, pigtail, J-Box, sensor cabinet interface, traffic signal cables, and other traffic signal parts. Staff recommends awarding an Annual Agreement to Twincrest Technology, using the H-GAC Cooperative Purchasing Agreement PE 05-19. No guarantee is made for a specific amount of goods nor services to be purchased. The department anticipates spending an amount up to $250,000.00. Staff reviewed the pricing and found it to be fair and reasonable. PRICE ANALYSIS - The prices remain consistent with the industry standard pricing. COOPERATIVE PURCHASE - State law provides that a local government purchasing an item under a Cooperative Purchasing Agreement satisfies state laws requiring that the local government seek competitive bids for purchase of the item. Houston -Galveston Area Council (H-GAC) Cooperative contracts are competitively bid to increase and simplify the purchasing power of government entities across the State of Texas. M/WBE OFFICE- A MBE/SBE goal is not assigned when purchasing from an approved purchasing cooperative or public entity. ADMINISTRATIVE CHANGE ORDER - An administrative change order or increase may be made by the City Manager in the amount up to maximum allowed under state law and the City Code and does not require specific City Council approval as long as sufficient funds have been appropriated. AGREEMENT TERM -This Agreement will commence upon City Council approval and end on April 30, 2020 to coincide with HGAC contract dates RENEWAL OPTIONS - This Agreement may be renewed for up to one additional one-year term at the City's option. This action does not require specific City Council approval provided that the City Council has appropriated sufficient funds to satisfy the City's obligations during the renewal term. Staff anticipates spending the same amount in each renewal year. SUCCESSOR CONTRACTS - The City will use HGAC PE-05-19 to make purchases authorized by this M&C. As noted, HGAC PE-05-19 expires on April 30, 2021. If the HGAC contract is extended, this M&C authorizes the City to purchase similar equipment and supplies under the extended contract. If the HGAC contract is not extended, but HGAC executes a new cooperative contract with Twincrest Technology with substantially similar terms as HGAC PE-05-19, this M&C authorizes the City to purchase the equipment and supplies under the new HGAC contract and stay under the same terms as the new cooperative contract. FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that upon approval of the recommendations, funds are available in the current capital budgets, as appropriated, of the General Capital Projects Fund 2019 PAYG Traffic Signal Imp. project, the 2014 Bond Program Fund Traffic Signal Imp at RR Cross project, and the 2018 Bond Program Fund 2018 Traffic Mods and Upgrades project.
