AN ORDINANCE INCREASING EST4MATED RECEIPTS AND APPROPRIATIONS IN
THE GRANTS FUND IN THE AMOUNT OF ~238,232.OQ, UPON RECEIPT OF THE
UNITED STATES DEPARTMENT OF JUSTICE`S COMBATING CRIMINAL NARCOTICS
ACTIVITY STEMMING FROM THE SOUTHERN BORDER OF THE UNITED STATES
COMPETITIVE GRANT, FOR THE PURPOSE OF FUNDING A PROGRAM TO
CONTROL, REDUCE AND PREVENT CRIMINAL NARCOTICS ACTVITY; PROVIDING
FOR A SEVERABkLiTY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES; REPEALING ALL ORDINANCES EN CONFLICT HEREWITH; AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH. TEXAS:
SECTION 1.
That in addition to those amounts aNocated to the various City departments for Fiscal Year 20fl8-2069, there
shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of
$236,232.40, upon receipt of the United States Department of Justice's Combating Criminal Narcotics
Activity Stemming from the Southern Border of the United States Competitive Grant, for the purpose of
funding a program to control, reduce and prevent criminal narcotics activity.
SECTION 2.
That should any portion. section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 18283 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict
with such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ord'€nance shall take effect upon adoption.

RECOMMENDATION:
Itrs recommended that the City Council:
1. Authorize the City Manager to apply for and accept, if awarded, the Recovery Act Combating Criminal
Narcotics Activity Stemming from the Southem Border of the United States Competi#ive Grant from the
United States Department of Justice, in the amount of $236,232.00;
2. Authorize the City Manager to Execute a Contract with the United States Department of Justice for the
acceptance of grant funds; and
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund by $236,232.00, subject to receipt of the grant.

The City of Fort Worth, as part of the Dallas?Fort Worth (DFW) Metroplex, is a well established
transshipment point for Mexican drug cartels involved in the distribution of illicit drugs and unlawful
trafficking of firearms throughout the United States. The DFW Metroplex highway network and its
proximity to the Southern border provide drug traffickers a variety of transportation options far the transfer
of deugs into multiple states. Drug traffickers operating in the North Texas Region must communicate to
arrange drug transactions and find drug distributors. For a majority of this communication, drug traffickers
rely heavily on using ceI{uiar phones. Despite the sophisticated and complex tactics of organizational drug
frafficking rings to frustrate detection by law enforcement, the popular use of cellular phones remains an
