INC., FOR PAVEMENT RI=CONSTRUCTION AND WATER AND SANITARY SEWER MAIN REPLACEMENT ON STANDISH ROAD FROM W. SEMWARY DRIVE TO S. CUL DE SAC, WILSON LANE FROM W. SEMINARY DRIVE TO S. CUL DE SAC, STANDISH ROAD FROM CHEROKEE TRAIL TO W. SEMINARY DRIVE AND WILSON LANE FROM CHI=ROKEE TRAIL TO W. SEMINARY DRIVI=; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2005-2006 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Water Capital Projects Fund, in the amount of $168,875.00, and the Sewer Capital Projects Fund, in the amount of $629,420.00, from available #und5 far the purpose of funding a contract with McClendon Construction Co. lnc., far Pavement Reconstruction and Water and Sanitary Sewer Main Replacement on Standish Raad from W. Seminary Drive to S. Cui de Sac, Wilson Lane #rom W. Seminary Drive to S. Cut De Sac, Standish Road from Cherokee Trail to W. Seminary Drive and Wilson Lane from Cherokee Trail to W. Seminary Drive. 51=CTION 2. That should any portion, section or part of a section of this ord'€nance be declared invalid, inoperative or void far any reason by a court of competent jurisdictign, such decision, opinion or judgmen# shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 16582 and ail other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Authorize the transfer of $798,295.00 from the Water and Sewer Operating Fund to the Water Capital Projects l=and, in the amount of $158,875.00 and the Sewer Capital Projects Fund in the amount of $629,420.00; 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Water Capital Projects Fund, in the amount of $158,875.00 and the Sewer Capital Projects Fund, in the amount of $ 629,420.00, from available funds; and 3. Authorize the City Manager to execute a contract with McClendon Construction Company Inc., in the amount of $1,272,795A0 for pavement reconstruction and water and sanitary sewer main replacement an Standish Raad {West Seminary Drive to South Cu! de-Sac}, Wilson Lane (West Seminary ©rive to South Cul De-Sac), Standish Road (Cherokee Trail to West Seminary Drive) and Wilson Lane (Cherokee Trail to west Seminary Drive} (City Project No. 00017}. DISCUSSION: September 7, 2004, {M&C C-20261) the City Council authorized the City Manger to execute an engineering agreement with Baird, Hampton & Brown, lnc., for the design of Standish Raad (West Seminary Drive to South Cu! de-Sac}, Wilson Lane (West Seminary Drive to South Cul De-Sac), Standish Road (Cherokee Trail to West Seminary Drive) and Wilson Lane {Cherokee Trail to West Seminary Drive) {DOE 4570), which consists of pavement reconstruction and water and sanitary sewer main replacement. The 2004 Capital Improvement Program (CIF) provided funds for pavement reconstruction on all streets mentioned above. Street improvements include pavement reconstruction, construction of standard concrete curb and gutter, driveway approaches and sidewalks as indicated an the plans. Stabile & Winn, Inc. JLB Contracting, L.P. Jackson Construction, Ltd. Time of Completion: 210 Calendar Days Bids were received on two alternates: Alternate Alternate No Bid $1,272,795AU No Sid $1,288,882.9© $1,364,277.80 Nn Bid No Bid $1,544,874.20 Alternate "A" consists of a 8-inch Hat Mix Asphalt Concrete (HMAC) over 8-inch lime stabilized subgrade with 7-inch concrete curb and 18-inch gutter. curb Alternate "B" consists of a 6-inch concrete aver 6-inch lime stabilized subgrade, with 7-inch concrete McClendon Construction Company loc., was the apparent low bidder for Alternate "B" {Concrete Pavement} and did not bid for Alternate "A" (Asphalt Pavement). Funding in the amount of $56,876.00 is included for associated water and sewer construction survey, project management, pre-construction, material testing, inspection and project close out (water $17,199.00 and sewer $ 39,677.00). The contingency funds to cover change orders total $35,306.00 (water $7,223.00 and sewer $ 28,083.00). Funding in the amount of $42,579.00 is required for associated paving and drainage construction survey, project management, pre-construction, material testing, inspection and project close out. The contingency funds far possible change orders for pavement construction is $25,OOOAO. MNVBE _ McClendon Construction Ca., Inc., is in compliance with the City"s M/WBE Ordinance by committing to 55% M/WBE participation. The City's goal on this project is 22%.
