SUBJECT: MONTHLY DEVELOPMENT ACTIVITY REPORT
This Informal Report is in response to the City Council's request to receive a monthly update on
development activity within the City and the measures staff are using to improve the development
process. Staff also generates a monthly report to keep the Council informed of the volume of
development activity, process improvements and staff's performance in implementing changes
and improving the delivery of plan review and permits. This activity report consists of metrics
associated with building permits, infrastructure, stormwater development, and water development
plan review. It provides updates on continuous development process improvement efforts. The
monthly Development Activity report is attached for your use and information.
April 2020 Highlights
Buildina Permits
• Total commercial valuation (including remodels and additions) for April 2020 was $258
million compared to:
o $262 million in March 2020, down 2%
o $98 million in April 2019, up 163%
• Total commercial valuation (including remodels and additions) between April 161" —30t"
was $163 million compared to $95 million between April 1st - 15t", up 72% in the 2nd half
of April 2020.
• In April 2020, 128 new commercial permits were issued compared to:
0 139 new commercial permits issued in March 2020, down 8%
0 65 new commercial permits issued in April 2019, up 97%
• 34 new commercial permits were issued between April 16t" — 30t" compared to 94 new
commercial permits issued between April 1 st — 15t", down 64% in the 2nd half of April
2020.
• 20 new commercial permit applications were received between April 16t" — 301"
compared to 19 new commercial permit applications received between April 1 st — 15t",
up 5% in the 2nd half of April 2020.
• In April 2020, 504 new single-family permits were issued compared to:
0 612 new single-family permits issued in March 2020, down 18%
0 500 new single-family permits issued in April 2019, up 1 %
• 254 new single-family permits were issued between April 16t" — 30t" compared to 250
new single-family permits issued between April 1st— 15t", up 2% in the 2nd half of April
2020.

• 307 new single-family residential applications were received between April 16th — 30th
compared to 327 new single-family residential applications received between April 1 st —
15th, down 6% in the 2nd half of the April 2020.
• 288 new commercial and new single-family permits were issued between April 16th —
31 st compared to 344 new commercial and new single-family permits were issued
between April 1st — 15th, down 16% in the 2nd half of April 2020.
Development Support Services
• The Overall Customer Service Satisfaction was 93% for either Very Positive or
Somewhat Positive for April 2020, compared to 82% in March 2020.

• City time for new residential building permits during the Current Month was 14 days
compared to 19 days in the CY 2019 Annual Report, down 5 days.
• Average time to complete first review for new residential building permits during the
Current Month was 8 days compared to 11 days in the CY 2019 Annual Report, down 3
days.
Plat/ Infrastructure Plan Review
• Infrastructure Plan Review Center (IPRC) reviewed 100% of the plans submitted within
the 14-day goal timeframe in the month of April 2020.
• 5 CFA applications were received between April 16t" — 30t" compared to 7 CFA
applications between April 1 st — 15t", down 29% in the 2nd half of April 2020.
• 12 Plat applications were received between April 16t" — 30t" compared to 15 Plat
applications between April 1 st — 15t", down 20% in the 2nd half of April 2020.
Response to COVID-19 Pandemic
• In our efforts to reduce the risk to staff and our development partners due to the
COVID-19 pandemic, the Development Services Department has made all required
applications/permits available online. In addition, we have added the Tarrant County
Game Room permit, Easement Application and the Transportation Impact Fee Credit
Agreement to Accela.
• Most inspection services remain the same, with the exception that staff has begun
performing live video inspections for certain permit types. The process has been
effective so far.
• The Development Services department continues to work with a team that includes IT
Solutions, Law, the City Secretary, and Communications departments to host monthly
virtual board and commission meetings. Special recognition to Sevanne Steiner in the
Development Services department, Melinda Ramos and Tyler Wallach in the City
Attorney's Office, Donna Ackerman and Sallie Trotter in the IT Solutions department,
and Jack McGhee and Andrea Duffie in the Communications department as well as all
the staff whose diligent and expeditious work made this happen during these
challenging times.

Public participation has been active at these virtual meetings. In addition to viewing on
WebEx Events, the meetings were broadcast on the City's cable channel and streamed
on the City's website "live" on the day of the meeting. Recordings of the meetings are
provided on the City's website after the meeting for the public to view at their
convenience.

o City Plan Commission meeting (April 22nd)
o Development Advisory Committee meeting (April 23rd)
o Urban Design Commission meeting (April 23rd)
o Downtown Design Review Board special called meeting (May 811)
o Historic & Cultural Landmarks Commission meeting (May 11 t")
o Zoning Commission Meeting (May 13tn)
Both the residential and commercial Boards of Adjustment are scheduled for May 20,
2020. Staff plans to continue hosting virtual public meetings as long as necessary.
• Two categories of development -related fees have been added into Accela, which
previously required separate payment processes. Work continues to add more
development fees that cannot currently be paid through Accela. The added fees include:
o All Park fees for the Park and Recreation Department
o All Water Development fees for the Water Department
• The Development Services Department continues to work with both internal and
external stakeholders to move as many services as possible onto digital platforms to
provide consistent availability to the public and exceptional customer service. Staff has
received training on all of the newly offered online services, and are still exploring more
innovative avenues to continually improve service delivery. Other items being
researched include electronic signing of infrastructure plans and agreements with
counties.
• The Development Services Department has started releasing articles regarding the
status of City operations such as procedures for businesses reopening and the option
to use the X-Team for expedited plan review. The Department plans to continue
posting the articles on the City's website, as well as social media outlets (Facebook
and Twitter), to keep customers updated. Another key improvement in work will be
video tutorials for the citizens to better navigate our online system when determining
what is needed to apply for a permit, how to apply for a permit, registering, and basic
navigation of ACA.

• Development Services Department is assisting businesses who decide to re -open their
establishment. Businesses are not required to obtain a new certificate of occupancy or
health inspection before re -opening if the owner and/or tenant will remain the same. If a
business' power is or was shut off during the pandemic, a new electrical inspection or
release may be required in order to resume business. This was communicated to
business owners through the following social media outlets: Facebook, Twitter, and
City News.
