Home My WebLink About(0003) IR 20-10436 - 2020-21 Action Plan Use of HUD Grant FundsINFORMAL REPORT TO CITY COUNCIL MEMBERS No. 20-10436 To the Mayor and Members of the City Council June 23, 2020 Page 1 of 4 i r SUBJECT: 2020-21 ACTION PLAN FOR USE OF HUD GRANT FUNDS r�rA re�a The 2020-2021 Annual Action Plan summarizes the City's proposed use of federal grant funds under the Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), Emergency Solutions Grant (ESG), and Housing Opportunities for Persons with AIDS (HOPWA) programs for the upcoming year. This document must be submitted to the U.S. Department of Housing and Urban Development (HUD) by August 15 of each year, in order for funds to be available to the City as of October 1. Approval of the Plan will be placed on the City Council Agenda for August 4, in order to allow time for the federally required 30-day comment period throughout the month of July. The total amount of grant funding to be received for the 2020-2021 program year is $12,643,159. This includes $7,412,093 in CDBG funds, $2,896,282 in HOME funds, $638,858 in ESG funds, and $1,695,926 in HOPWA funds. An estimated $75,000 each in new program income from the CDBG and HOME programs is also budgeted within this Action Plan, as well as $820,359 in previously received CDBG program income. The purpose of these funds is to benefit low- and moderate -income persons in Fort Worth. ESG grant funds are specifically dedicated to services for homeless persons. The City administers the HOPWA grant program on behalf of persons with HIV/AIDS throughout Tarrant, Johnson, Parker, Hood, Somerville, and Wise counties. The Community Development Council is responsible for working with staff to develop the annual budget for the Action Plan, and for aligning proposed allocations with priorities previously identified in the 2018- 2022 Consolidated Plan. Their recommendations were presented to the Housing and Neighborhood Services Committee on Tuesday, June 2, and are summarized on the tables below. On August 4, 2020, a public hearing will be held regarding the plan along with Council consideration and approval to submit the document to HUD by the August 15 deadline.
