HomeMy WebLinkAbout(0005) IR 20-10460 - Expansion of Public Improvement District 18INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 20-10460 To the Mayor and Members of the City Council August 11, 2020 Page 1 of 2 SUBJECT: UPDATE ON EXPANSION OF FORT WORTH PUBLIC IMPROVEMENT DISTRICT #18 - TOURISM EXPANSION This Informal Report provides information to the Mayor and City Council on the proposed expansion of Fort Worth Public Improvement District #18 — Tourism (Tourism PID), which is on the August 18, 2020 agenda for your consideration. Background Information A Public Improvement District is a defined geographical area established to provide specific types of improvements or maintenance which are financed by assessments against the property owners within the area. The current boundaries of the Tourism PID consist of noncontiguous areas consisting solely of hotel properties with 100 or more rooms ordinarily used for sleeping within the City of Fort Worth. The City of Fort Worth Department of Financial Management Services (FMS) administers the City's Public Improvement Districts (PIDs) in accordance with Chapter 372 of the Texas Local Government Code ("Code"). The Tourism PID's management companies, Fort Worth Tourism Public Improvement District Corporation (FWTPIDC) and Visit Fort Worth, have requested the inclusion of five (5) additional hotels into the Tourism PID. FMS has proactively worked with FWTPIDC and Visit Fort Worth and the City's Legal Department to complete all necessary steps to expand the boundaries of the Tourism PID to include the additional five (5) hotels. Section 372.0121 of the Code allows the City Council to include additional properties in the Tourism PID if (i) the property is a hotel and (ii) the property could have been included in the Tourism PID without violating Section 372.005(b-1) of the Code when the Tourism PID was created, regardless of whether the record owners of the property signed the original petition. Additional Hotels The hotel properties to be included within the expanded boundaries of the Tourism PID are: • Hyatt Place Fort Worth, TCU, 2500 West Berry Street, Fort Worth, Texas 76109; • Kimpton Hotel, 714 Main Street, Fort Worth, Texas 76102; • AC Hotel Fort Worth Downtown, 101 West 5th Street/610 Main St., Fort Worth, Texas 76102; • OGC Main Street, Spring Hill Suites, 2315 N. G r" 4 i f � a i5 3 Y r rn Yg7'3 To the Mayor and Members of the City Council August 11, 2020 Page 2 of 2 SUBJECT: UPDATE ON EXPANSION OF FORT WORTH PUBLIC IMPROVEMENT DISTRICT #18 - TOURISM EXPANSION Pursuant to Section 372.009 of the Act, the process to vet the petitioners and include the additional hotels is as follows: • The petition has been filed in the office of the City Secretary for public inspection. • The properties have been qualified to be added to the Tourism PID pursuant to Section 372.0121 of the Code, meeting the established elements of the Code as described in paragraph 3 above. • Verification that the signors are the owners or duly authorized representatives, and confirmation of square footage and values as recorded by the Tarrant Appraisal District. • Verification that the petition complies with the established required percentages of the appraised value and area of taxable real property liable for assessment. • A public hearing will be held on August 18, 2020 to consider the sufficiency of the petition to include the additional five (5) hotels within the expanded boundary of the Tourism PID and ensure the petition meets the requirements set forth in the Code. • Notice of the public hearing was published on August 2, 2020 in the Fort Worth Star - Telegram and mailed to all record owners of property in the Tourism PID liable for assessment on July 31, 2020. • The Tourism PID's Fiscal Year 2020-2021 Budget and Five -Year Service Plan, which include the new hotel properties, is scheduled for review by City Council on August 18, 2020, and final consideration on August 25, 2020. Proposed Improvements and Services The general nature of the proposed improvements and services to be provided within the expanded boundaries of the Tourism PID, include, without limitation, marketing, business recruitment, and promotional activities.
