HomeMy WebLinkAbout(0046) M&C 20-0074City of Fort Worth, Mayor and Texas Council Communication DATE: 02/18/20 M&C FILE NUMBER: M&C 20-0074 LOG NAME: 13P19-0107 SUBMERSIBLE PUMPS LIFT STATIONS SKR WATER SUBJECT Authorize Purchase of Four Submersible Pumps from Pump Solutions, Inc. in the Total Amount of $253,987.75, for the Water Department (ALL COUNCIL DISTRICTS) RECOMMENDATION: It is recommended that the City Council authorize purchase of four submersible pumps from Pump Solutions, Inc. in the total amount of $253,987.75, for the Water Department. DISCUSSION: The Water Department approached the Purchasing Division to procure submersible pumps for its lift stations. The new pumps will be replacements in three different lift station areas throughout the City of Fort Worth: Meadow Lakes, Sunset Cove and Dosier Creek. In order to procure the submersible pumps, Purchasing issued an Invitation to Bid (ITB). The ITB consisted of detailed specifications listing the required pump sizes, warranty information and lift station locations. The Bid was advertised in the Fort Worth Star Telegram on July 17, 2019, July 29, 2019, July 31, 2019, August 7, 2019, August 14, 2019 and August 21, 2019. The City received five (5) responses. Bidder Total bid Notes amount FCX Performance, Inc. $140,617.00 Bidder did not provide pricing for the control D/B/A Pierce Pump panel and requested to withdraw the bid. Company Smith Pump Company, Inc. $232,000.00 Bidder did not provide pricing for the control panel and did not meeting the specifications. Bidder is the lowest responsible bidder Pump Solutions, Inc. $253,987.75 complying with all the provisions of the solicitation. Odessa Pumps $279,949.75 Xylem Water Solutions, Inc. $374,000.00 Bids were evaluated based on lowest responsible bidder complying with all the provision of the solicitation. Staff recommends awarding the purchase agreement to Pump Solutions, Inc. in the total amount of $253,987.75. No guarantee was made that a specific amount of services or goods would be purchased. A waiver of the goal for M/WBE subcontracting requirements was requested by the Purchasing Division and approved by the Office of Business Diversity (OBD), in accordance with the M/WBE or BIDE Ordinance, because the purchase of goods or services is from sources where subcontracting or supplier opportunities are negligible. This Agreement shall begin on approval of city council and expire September 30, 2020. FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that upon approval of the above recommendation and award of the contract, funds are available in the current capital budget, as appropriated, in the Water & Sewer Capital Projects (W&S Capital Projects) Fund Replace Submersible Pumps LS project.
