RECOMMENDATION:
It is recommended that the City Council authorize the execution of a construction contract with L.J. Design & Construction, LLC, in the amount of
$567,289.24 for the replacement of three playgrounds in the Arcadia Park System.
DISCUSSION:
The purpose of this Mayor and Council Communication (M&C) is to authorize the award and execution of a construction contract with L.J. Design
& Construction, LLC, in the amount of $567,289.24 for the replacement of three playgrounds in the Arcadia Park System.
The FY2019 Capital Improvement Plan identified $250,000.00 each in the Park & Recreation Department (PARD) PayGo for playground
replacements for three sites in the Arcadia Park System; Playground #2 8300 Island Park Drive, Playground #5 8251 Quachita
Crossover and Playground #6 7812 Park Trails Drive. Total funding for these parks included in the FY2019 Capital Improvement Plan is
$750,000.00.
This project was advertised for bids on November 7 and 14, 2019 in the Fort Worth Star -Telegram.
On December 5, 2019, the following bids were received and tabulated:

Base bid improvements include the following: Demolition of existing playgrounds and installation of new playgrounds, concrete walks, concrete
mow strips, ADA ramps, sub -drainage systems, topsoil placement, sod, wood fibar safety surface material and park benches.
Alternate bid items include the following from Unit #4 of the bid proposal:
Bid List Item No. 4-01 Playground #2 - Installation of concrete walks adjacent to tennis court.
Bid List Item No. 4-02 Playground #5 - Installation of concrete walks adjacent to playground with three benches.
Bid List Item No. 4-03 Playground #6 - Installation of concrete walks adjacent to playground with one bench.
The additional annual cost to maintain these three Arcadia Park playgrounds will be $2,835.00. Funding for operations and maintenance will be
allocated to the Park & Recreation Department's base budget beginning in FY2021. As of December 31, 2019, the cumulative total of additional
maintenance costs for FY2021 is $37,836.00.
Contract time is 90 calendar days and construction is anticipated to commence in March 2020 and be completed by June 2020.
L.J. Design & Construction, LLC, is in compliance with the City's BIDE Ordinance by committing to 5% MBE participation on this project. The City's
MBE goal on this project is 5%.
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that funds are available in the current capital budget, as appropriated, in the General Capital Projects
Fund Playground Repl. - Arcadia #2, Playground Repl. - Arcadia #5, and Playground Repl. - Arcadia #6 projects. Prior to any expenditure being
incurred, the Park & Recreation Department has the responsibility to validate the availability of funds.
