AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATEONS !N
THE GRANTS FUND IN THE AMOUNT OF $285,000.00. UPON RECEIPT OF A GRANT
FROM THE UNITED STATES DEPARTMENT OF HEALTH AND HUMAN SERVICES
FOR THE PURPOSE OF FUNDING EARLY CHILQHOOD OUTREACH PROGRAMS IN
FOUR LOCATIONS: PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES: REPEALING ALL ORDINANCES
IN CONFLICT HEREWITH: AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments far Fiscal Year 2408-2049, there
shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of
$285,044.00, upon receipt of a grant from the United States Department of Health and Human Services for
the purpose of funding Early Childhood Outreach programs in four locations.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 18283 and all other ordinances and appropriations
amending the same exoept in those instances where the provisions of this ordinance are in direct conflict
with such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shah take effect upon adoption.

SUDJECT:
Authorize the Application, Acceptance and Execution of a Grant in the Amount of $285,000.00 from the
United States Department of Neatth and Human Services to Implement Activities of an Early Childhood
Resource Center Program, Authorize Waiver of Indirect Costs and Adopt Appropriation Ordinance
RECOMMENDATION;
It is recommended that the City Gounail:
1. Authorize the City Manager to apply for, accept and execute, if awarded, a grant in the amount of
$285,000.00 from the United States Department of Health and Human Services to implement Early
Childhood Outreach programs in four locations;
2. Authorize a waiver of indirect casts; and
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations of
X5285,000.00 in the Grants Fund.
DISCUSSION:
The Fort Worth City Council approved on April 8, 2008, Resolution Na. 3613-04-2008 adopting the 2008
Federal Legislative Agenda, which included seeking appropriations for continued funding for existing
programs and funding far additional locations for the Early Childhood Resource Center Program
conducted by the Community Relations Department. The 111th Congress has appropriated $285,OOO.OQ
for the program through United States Department of Health and Human Services (USDHHS). No local
match is required. A waiver of indirect casts will maximize program benefits.
Federal funding wiI( provide for continuation of the two Early Childhood Resource Centers that were
implemented with an earlier grant of $191,593.00 (USDHHSj in 2008. The program will continue at the
Worth Heights Community Center in COUNCIL DISTRICT 9 and Martin Luther King Community Center in
COUNCIL DISTRICT 5. The grant also wilt allow for skartLLup and operation of t'wa additional Earty

are able to help their children with early language and literacy skills, social and emotional skills and critical
thinking skills needed in Kindergarten and in life. In addition, each center engages a variety of partners
incEuding parents, child care providers, schools, congregations, libraries, community centers, nonprofits
and local businesses to form Neighborhood Eariy Childhood Leadership Councils that meet monthly to
provide grassroots leadership and involvement in the effort.
FISCAL. INFORMATION t CERTIFICATION:
The Financial Management Services director certifies that upon approvaE of the above recommendations
and adoption of the attached appropriation ordinance, funds will be available in the current operating
budget, as appropriated, of the Grants Fund.
