HomeMy WebLinkAbout(0020) M&C 20-0110City of Fort Worth, Texas Mayor and Council Communication DATE: 03/03/20 M&C FILE NUMBER: M&C 20-0110 LOG NAME: 13P20-0008 10 CHEVROLET PICKUPS LSJ PMD SUBJECT Authorize Purchase of Ten Chevrolet Silverado Half Ton Pickup Trucks from Caldwell Country Chevrolet LLC, dba Caldwell Country Chevrolet, in an Amount Up to $327,562.00 for the Water Department Through the Property Management Department (ALL COUNCIL DISTRICTS) RECOMMENDATION: It is recommended that the City Council authorize the purchase of ten Chevrolet Silverado half ton pickup trucks from Caldwell Country Chevrolet LLC, dba Caldwell Country Chevrolet, in an amount Up to $327,562.00 for the Water Department through the Property Management Department. DISCUSSION: The Property Management Department (PMD) approached the Purchasing Division for assistance with buying half ton pickup trucks that will be used by the Water Department to transport personnel, tools and equipment to various work sites around the City. Purchasing issued an Invitation to Bid (ITB) consisting of detailed specifications as to the functionality, features and requirements for the new trucks. This bid was advertised in the Fort Worth Star -Telegram on November 13, 2019, November 20, 2019 and November 27, 2019. Nineteen vendors were solicited from the purchasing vendor database and a sole response was received. Staff recommends awarding the purchase of all ten (10) new trucks from Caldwell County Chevrolet LLC, dba Caldwell County Chevrolet. Of the ten (10) trucks to be acquired, one will be an addition to the fleet and nine (9) will be replacements for outdated and unreliable trucks that can no longer be economically maintained. Staff certifies that the new trucks meet the required specification and are expected to operate satisfactorily during their service life. Warranty information, manufacturer's Statement of Origin and original sales invoice will accompany the new trucks upon acceptance and delivery to the City's Southside Service Center located at 4100 Columbus Trail. BID TABULATION- (see attached) TOTAL COST OF OWNERSHIP (TCO) - Over their service life of 10 years the total cost of ownership for all ten trucks will be $586,936.00. PRICE ANALYSIS - The unit prices for one unit is 7.32 percent lower than a similar purchase awarded by City Council on December 15, 2015 (M&C P-11822). The other units are not comparable to any recent purchases due to the difference in configurations. Staff reviewed the pricing and determined them to be fair and reasonable based on current market values. ADMINISTRATIVE CHANGE ORDER - An administrative change order or increase may be made by the City Manager up to the amount allowed by relevant law and the Fort Worth City Code and does not require specific City Council approval as long as sufficient funds have been appropriated. M/WBE OFFICE - A waiver of the goal for MBE/SBE subcontracting requirements was requested by the Purchasing Division and approved by the M/WBE Office, in accordance with the BDE Ordinance, because the purchase of goods or services is from sources where subcontracting or supplier opportunities are negligible. The new trucks will be delivered within approximately 120 days after receipt of a purchase order. FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that upon approval of the above recommendation and award of the contract, funds are available in the current capital budget, as appropriated, in the Water & Sewer Capital Projects (W&S Capital Projects) Fund Water and Sewer FY18 and FY19 Vehicles/Heavy Equipment projects.
