HomeMy WebLinkAbout(0007) M&C 20-0156City of Fort Worth, Texas Mayor and Council Communication DATE: 04/07/20 M&C FILE NUMBER: M&C 20-0156 LOG NAME: 80BGDONATION SUBJECT Adopt Two Appropriation Ordinances, Each in the Amount of $10,000.00, for the Botanic Garden New Gift Shop at Garden Center Project and the Botanic Garden Oak Hall Painting Project, and update the FY2020-2024 Capital Improvement Plan (COUNCIL DISTRICT 7) RECOMMENDATION: It is recommended that the City Council: 1. Adopt the attached Appropriation Ordinance increasing receipts and appropriations in the amount of $10,000.00 in the Special Donations Capital Projects Fund Botanic Garden New Gift Shop at Garden Center project (City Project No. 102467); and 2. Adopt the attached Appropriation Ordinance to adjust receipts and appropriations in the General Capital Projects Fund by decreasing receipts and appropriations in the Future Community Partnerships programmable project (City Project No. P00047) in the amount of $10,000.00 and increasing receipts and appropriations by the same amount in the Botanic Garden Oak Hall Painting project (City Project No. 102468). DISCUSSION: The purpose of this Mayor and Council Communication (M&C) is to authorize the use of a monetary donation from the Meta Alice Keith Bratten Foundation in the amount of $10,000.00 for the Botanic Garden New Gift Shop at Garden Center project, and to authorize the use of $10,000.00 from the Future Community Partnerships Programmable project of the General Capital Project Fund to support the Botanic Garden Oak Hall Painting project. The Fort Worth Garden Club (FWGC) is committed to improving facilities and experiences at the Fort Worth Botanic Garden. The FWGC recognized a need to update and upgrade the restrooms and the Redbud Hall meeting rooms in the Deborah Beggs Moncrief Garden Center. As the contractor for those projects was mobilized, the City added a contract to expand the lobby in support of implementation of general garden admission. In order to improve the guest experience, additional upgrades to the Botanic Garden Center were also planned, but unfunded. The FWGC approached the Meta Alice Keith Bratten Foundation about supporting those improvements and requested that the City provide matching funds to leverage those funds. The Meta Alice Keith Bratten Foundation donated $10,000.00 for improvements to the Trellis Room. These improvements will offer a more complete guest experience by providing food, beverage and gift sales at the primary point of entry for garden visitors. All areas affected are part of the original construction of the Garden Center in 1986. Funding for this project was not included in the FY2020-2024 Capital Improvement Plan (CIP) as staff was still waiting for approval of general admission fees before spending funds on retail and other admissions -related improvements. The action in this M&C will update the FY2020-2024 CIP. The Fort Worth Botanic Garden is located in Council District 7 and serves the entire City of Fort Worth. A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity. FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that upon approval of these recommendations and adoption of the attached appropriation ordinances, funds will be available in the current capital budgets as appropriated, of the General Capital Projects and Special Donations Capital Projects (Special Donations Cap Projects) Funds.
