Accept Facility Improvements in Trinity Park Valued at $945,051.00 from the Bass Foundation (COUNCIL DISTRICT 9)
RECOMMENDATION:
It is recommended that the City Council accept facility improvements in Trinity Park valued at $945,051.00 from the Bass Foundation.
DISCUSSION:
The purpose of this Mayor & Council Communication (M&C) is to accept facility improvements in Trinity Park valued at $945,051.00 from the
Bass Foundation.
On May 16, 2017 (M&C C-28245) the City Council authorized a Design Procurement Agreement (DPA) with the Bass Foundation for design
related to the extension of Trail Drive and improvements to adjacent Trinity Park (City Secretary Contract No. 49303). The DPA was to
reimburse the Bass Foundation in an amount not to exceed $1,225,000.00 for design expenses incurred by the Bass Foundation in relation to the
extension of Trail Drive and Van Zandt Way and the schematic design for expasion of the landscaping surrounding the historic Van Zandt Cottage
and adjacent parkland improvements in Trinity Park.
On November 16, 2018 the City of Fort Worth entered into a License Agreement (City Secretary Contract No. 51557) with the Bass Foundation
for construction of the proposed improvements. Per the License Agreement, the Bass Foundation constructed a parking lot, sidewalks, trails, and
landscape improvements in Trinity Park to provide enhanced public accessibility to the Van Zandt Cottage and improved parkland for Fort Worth
residents.
On September 24, 2019 (M&C 19-0184) Amendment No. 2 was authorized by City Council to provide for reimbursement of additional
professional engineering and design expenses for Phase II of the project for the extension of Trail Drive and improvements to adjacent Trinity
Park. The reimbursement would be limited to design expenses incurred by the Bass Foundation until the contract oversight is transferred to the
City, at which point the City would pay any remaining project costs. Upon reimbursement, it was the intent of the Bass Foundation to invest a
portion of these funds in improved trails, parking and landscaping around the Van Zandt Cottage.
The estimated annual operating costs to maintain the newly installed landscape improvements in Trinity Park will be $1,200.00. As of January 31,
2020, the cumulative total of additional park maintenance costs for FY2021 is $54,046.00. Any M&C's adopted after January 31, 2020, will
increase this amount.
Trinity Park is located at 2401 University Drive in COUNCIL DISTRICT 9
A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity.
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that approval of the above recommendation will have no material effect on City funds and that assets received as
a result of this M&C will be recorded on the City's financial statements per the City's Capital Asset Policy.
