HomeMy WebLinkAbout(0017) M&C 20-0204City of Fort Worth, Texas Mayor and Council Communication DATE: 04/07/20 M&C FILE NUMBER: M&C 20-0204 LOG NAME: 03FY2020 PUBLIC ART ANNUAL WORK PLAN SUBJECT Adopt City of Fort Worth Public Art Annual Work Plan for Fiscal Year 2020, Adopt Appropriation Ordinances, and Update the FY 2020-2024 CIP (ALL COUNCIL DISTRICTS) RECOMMENDATION: It is recommended that the City Council: 1. Adopt the attached City of Fort Worth Public Art Annual Work Plan for Fiscal Year 2020; 2. Adopt the attached appropriation ordinance increasing receipts and appropriations in the 2018 Bond Program Fund in the amount of $1,413,580.00, from available funds, for the purpose of funding the Public Art - Streets -Mobility programmable project (City Project No. PB0008), the Public Art - Parks/Recreation Improvements programmable project (City Project No. PB0013), and the Public Art - Library Improvements project (City Project No. P130014), subject to subsequent City Council authorization of an artwork commission contract for each public art project included in the Annual Work Plan; 3. Adopt the attached appropriation ordinance adjusting appropriations in the Specially Funded Projects Fund by decreasing receipts and appropriations in the FWPA-Iconic Artwork project (City Project No. CO2600) in the amount of $820,015.00, and increasing receipts and appropriations in the FWPA-Iconic Downtown project (City Project No. 102675) by the same amount; and 4. Adopt the attached appropriation ordinance adjusting appropriations in the 2014 Bond Program Fund by decreasing receipts and appropriations in the FWPA-Iconic Artwork project (City Project No. CO2600) in the amount of $515,685.00, and increasing receipts and appropriations in the FWPA-Iconic Downtown project (City Project No. 102675) by the same amount. DISCUSSION: In Fiscal Year 2019, the Fort Worth Public Art Program completed the following public art projects: (1) "The Welcome Space" by Sedrick Huckaby at the Highland Hills Community Center (CD 8); "Burning Bright" by Shawn Smith at Fire Station 42 (CD 6); "Carousel" by Jim Hirschfield and Sonya Ishii on the East Rosedale Roundabout (CD 8); and, "Vase with Nine Flowers" by James Surls on Montomery Street (CD 7). In addition, the following donated works of art were added to the Fort Worth Public Art Community Legacy Collection: "Fort Worth Police Department K-9" by Mick Doellinger for the Bob Bolen Public Safety Complex (CD 9); and, "Red Steagall, Always Ridin' for the Fort Worth Brand" by Bruce Greene for the Cowtown Coliseum. Fiscal Year 2020 began with the launch of a new, mobile -friendly Fort Worth Public Art website (https://www.fwpublicart.org ), followed by the completion of the following public art projects: "Untitled (Plinths)" by Kris Pierce at the Fort Worth Community Arts Center (CD 7); Brennan Avenue Bridge in Trail Drivers Park by Leticia Huerta (CD 2); "Remnants of 1965" by Riley Holloway at the A.D. Marshall Public Safety & Courts Building (CD 9); "Chronicles of Como" by Adam Neese (CD 3); and, "When Air Becomes Sky" by Animalis LLC at Northwest Community Park (CD 7). An artwork by Kelly Graham and donated by the National Cutting Horse Association Foundation titled "Buster Welch and Little Peppy" was added to the Fort Worth Public Art Community Legacy Collection. Fort Worth Art Commission recommended the City of Fort Worth Public Art Annual Work Plan (Capital Improvement Plan) for Fiscal Year 2020 on October 7, 2019, which includes 50 projects in progress and new public art projects with budgets totalling over $13 million previously approved by City Council in funding source -specific public art plans, as follows: • Public Art Plan for the 2004 Bond Program (M&C G-14801, May 17, 2005) • Public Art Plan for the Water Fund* (M&C G-15185, May 9, 2006) • Public Art Plan for the 2007 Critical Capital Program (M&C G-17095, October 26, 2010) • Public Art Plan for the 2008 Bond Program (M&C G-17094, October 26, 2010) • Public Art Plan for the 2014 Bond Program (M&C G-18339, October 21, 2014) • Public Art Plan for the 2018 Bond Program (M&C G-19401, October 16, 2018) *The Fiscal Year 2020 Annual Work Plan includes Collection Management allocations from the Water & Sewer Fund for cash -funded capital projects in the amount of $120,000, which was reflected in the FY 2020 City Budget for the Planning & Development Department. Capital outlay for the public art program is usually associated with Collection Management (i.e., plaques, maintenance, conservation, etc.) as listed in the Annual Work Plan. On November 19, 2019, City Council authorized the fourth renewal of a Professional Management Services Agreement with the Arts Council of Fort Worth & Tarrant County, Inc. (Arts Council), to manage the Fort Worth Public Art Program for Fiscal Year 2020 (M&C 19-0310). The City of Fort Worth Public Art Annual Work Plan for Fiscal Year 2020, as adopted by City Council, will comprise the Arts Council's scope of work for the City's public art program On December 9, 2019, the Fort Worth Art Commission recommended the FY 2020 Fund Reprogramming Plan, which is the subject of a separate M&C for City Council approval. Projects in FY 2020 Annual Work Plan recommended to receive additional funding allocations are highlighted in yellow. Public art projects follow the guidelines contained in the City Council -adopted Fort Worth Public Art Master Plan Update (M&C G-19140, October 17, 2017). Individual City Council members are directly involved with project planning, artist selection, and design review for public art projects in their districts. However, City Council, as a body, authorizes all Artwork Commission Contracts, through separate M&Cs. For projects included in the 2014 Bond Program and the 2018 Bond Program, available resources within the General Fund will be used to provide interim financing until debt is issued. Once debt associated with the project is sold, bond proceeds will reimburse the General Fund in accordance with the statement expressing official Intent to Reimburse that was adopted as part of the ordinance canvassing the bond election (Ordinance No. 21241-05-2014, Ordinance No. 23209-05-2018) and subsequent actions taken by the Mayor and Council. The action in this M&C was not included in the FY2020-2024 Capital Improvement Plan (CIP) so that the Public Art FY2020 Annual Work Plan would reflect changes resulting from Council's adoption of the Public Art FY 2020 Fund Reprogramming Plan, which is the subject of a separate M&C this date. The action in this M&C will update the Capital Improvement Plan. These projects are located throughout ALL COUNCIL DISTRICTS. A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity. FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinances, funds will be available in the 2014 Bond Program Fund, 2018 Bond Program Fund, and the Specially Funded Projects Fund. Prior to an expenditure being incurred, the Arts Council of Fort Worth and the Planning and Data Analytics Department have the responsibility to validate the availability of funds.
