'f 6827-02-20(}6 AN ORDINANCE INCREASING APPROPRIATfONS IN THE GENERAL FUND IN THE AMOUNT OF $96,817 AND DECREASING THE UNRESERVED, UNDESIGNATED GENERAL FUND BALANCE BY THE SAME AMOUNT, FOR THE PURPOSE OF FULLY FUNDING YEAR THREE AND FOUR OF THE FIVE- YEAR RIPLEY ARNOLD RELOCATION STUDY; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. l3E IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments far Fiscal Year 2©(l5- 2D©6 in the Budget of the City Manager, there shall also be increased appropriations in the General Fund in the amount of $96,817 and decreasing the unreserved, undesignated General Fund balance by the same amount, for the purpose of fully funding Year Three and Four of the five-year Ripley Arnnld Relocation Study. SECTION z. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in fiull force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance Na. '16582 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting previsions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4. This ordinance shall take effect upon adoption. Authorize the City Manager to execute Amendment No. 4 to the Sponsored Research Agreement (City Secretary No. 27878} with the University of Texas at Arlington (UTA) in order to fund Year Three and Year Four of the five-year Ripley Arnold Relocation Study in an amount not to exceed $116,817. 2. Adapt the attached supplemental appropriation ordinance increasing appropriations in the General Fund by $96,817.00 and decreasing the unreserved, undesignated General Fund balance by the same amount far the purpose of fully funding Year Three and Year Four of the five-year Ripley Arnold Relocation Study. ©ISCUS510N: On October 16, 2001, (City Secretary Contract No. 27249, M&C C-18789), the City Council authorized execution of an agreement with the Fort Worth Housing Authority and the Ripley Arnold Residents' Association regarding resident relocation. Under the agreement, the City was required fin coordinate with the Housing Authority to conduct afive-year study under the oversight of University of Texas at Arlington (UTA) or another education institution. This study is proposed to investigate the effects of displacing the approximately 265 residents of Ripley Arnold Place and Ripley Arnold Addition to decentralized, mixedancame housing in Fart Worth. The overall goal of this study aims to investigate the long-term results of relocation far low-income households. More specifically, the objectives of this study are to provide professional behavioral research that investigates the specific behavior and service outcomes associated with displacing residents from centralized public housing. The longitudinal study will continue far afive-year time period in order to evaluate the outcomes of a group of residents from Ripley Arnold following relocation. Under the original agreement, the City committed to fund the study in the amount not to exceed $100,000, with the remaining balance being secured from outside public and private partners. To date, no partners have agreed to assist in funding the study. The total cost for the 5-year study as outlined in the proposal submitted by UTA was approximately $295,564. The City of Fort Worth has contributed through FY200b- 2006 atotal of $135,640 from various sources. On March 26, 2002, (M&C C-19028} the City Council authorized execution of a Sponsored Research Agreement in the amount not to exceed $51,215 with UTA for Year One of the study. !n February 2003, Amendment Na. 1 was entered into extending the expiration date of the agreement from February 16, 2003, to March 31, 2003. Amendment No. 2 was entered into extending the expiration date of the agreement until August 31, 2003 and funded $15,000 for Year Two cosfs from FY20D312004 Community Development Block Grant (CDBG} administrative funds to allow the study to continue without interruption. On July 29, 2D03, (M&C C-19683) Amendment No. 3 was approved, author'rxing funding for the remainder of Year Two cosfs, $32,871 and extended the expiration date of the agreement to March 7, 2DD7, contingent on the identification of additional funding sources. The budget necessary to cover the remaining years of the study is $159,924. Only $20,000 has been budgeted in the General Fund in FY2005I2D06. Upon approval of this M&C, $96,817 wilt be appropriated from the General Fund in FY2005/2006 and the remaining $43,107 wil! be included in the City Manager`s recommended budget far FY2006107. The total cast of the study will be $295,504. !n Year Three and Year Four of the study, researchers from UTA will conduct a written survey of households affected by the relocation, conduct in-depth interviews with key members of each household and facilitate focus groups. Findings from Year One and Year Twa have been published by UTA in the Ramona Utti Report and the Eulice Butler Report. These reports have been provided to the City Council far review. Year Three and Year Four will also culminate with two reports: The Ramona Utti Report provides information on the current economic, social and psychological wellbeing of the former residents and the 1*ulice Butler Report provides an assessment of their current needs. FISCE4L INF©R1tilATlONICERTIFICATlON: The Finance Director certifies that upon approval of the above recommendations and the adoption of the attached supplemental appropriation ordinance, funds will be available in the current operating budget, as appropriated, of the Genera! Fund. The unaudited, unreserved, undesignated General Fund Balance after this appropriation will be $41,729,834.
