HomeMy WebLinkAbout(0009) M&C 20-0341City of Fort Worth, Texas Mayor and Council Communication DATE: 05/19/20 M&C FILE NUMBER: M&C 20-0341 LOG NAME: 55AFW DISCRETIONARY GRANT 2020 SUBJECT Authorize Application for and Acceptance of, if Awarded, a Discretionary Grant from the Federal Aviation Administration in an Amount Up to $7,000,000.00 for the Construction of Taxiway Papa at Fort Worth Alliance Airport and Adopt Appropriation Ordinance (COUNCIL DISTRICT 7) RECOMMENDATION: It is recommended that the City Council: 1. Authorize the application for and acceptance of, if awarded, a discretionary grant from the Federal Aviation Administration in an amount up to $7,000,000.00 for the extension of Taxiway Papa at Fort Worth Alliance Airport; and 2. Adopt the attached appropriation ordinance increasing the estimated receipts and appropriations in the Muni Airport Grants Federal Fund in the amount of $7,000,000.00, subject to the receipt of the grant. DISCUSSION: Each year discretionary funding is received by Fort Worth Alliance Airport (Airport) from the Federal Aviation Administration (FAA). The Aviation Department is seeking Council approval to authorize the application for and acceptance of a discretionary grant (if awarded) from the FAA for the construction of the Taxiway Papa Extension Project at the Airport. Typically, for these grants, the sponsor is responsible for an in -kind local match of ten percent of the project costs. For FAA grants at Alliance Airport, the City would normally meet its matching requirement through the use of land credits. The Coronavirus Aid, Relief, and Economic Security (CARES) Act, signed into law on March 27, 2020, includes $10,000,000,000.00 in funds to be awarded as economic relief to eligible U.S. airports (such as Fort Worth Alliance Airport) affected by the COVID-19 pandemic. The CARES Act includes funding that will increase the federal share on all FY 2020 Airport Improvement Program (AIP) and Discretionary grants to 100 percent and eliminates the in -kind local match requirement for sponsors. This particular project is located on the southwest corner of the Airport (see attached map), and will extend Taxiway Papa north from Taxiway Delta to Taxiway Foxtrot, as well as provide connecting surfaces at both Taxiway Echo and Taxiway Foxtrot. This taxiway extension will provide connecting surfaces along the midpoints of the runway, greater ease of access to tenants on the west side of the airport, and allow for better overall operational efficiency. This project also provides additional public protection along the west perimeter of the Airport by providing a larger protection zone that will enhance the margin of safety on airport property ground in accordance with Federal Aviation Advisory Circulars. Taxiway Papa construction will be divided into multiple phases to match available funding. This grant will incur no reimbursable indirect costs. AVIATION ADVISORY BOARD APPROVAL — On May 17, 2018, the Aviation Advisory Board voted to recommend that the City Council approve the application of funding for the extension of Taxiway Papa. Fort Worth Alliance Airport is located in COUNCIL DISTRICT 7. A Form 1295 is not required because: This contract will be with a governmental entity, state agency or public institution of higher education: Federal Aviation Administration FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that upon approval of the above recommendations, receipt of the grant and adoption of the attached ordinance, funds will be available in the current budget, as appropriated, of the Muni Airport Grants Federal Fund. The Aviation Department will be responsible for the collection and deposit of funds due to the City. Prior to an expenditure being incurred, the Aviation Department has the responsibility to validate the availability of funds. This is a reimbursement grant. Submitted for City Manager's Office by.
