SUBJECT
Adopt a Resolution Authorizing the Execution of Amendment No. 2 to a Local Project Advance Funding Agreement with the Texas Department of
Transportation in the Approximate Amount of $8,068,892.00, of which City Participation Is $1,653,702.00, for the Construction of North Tarrant
Parkway Bridge with a Turnaround Lane, Reconstruction of Harmon Road Bridge to Include Existing Frontage Roads and Ramps with US 287,
Adopt Appropriation Ordinances, Authorize Payment to the Texas Department of Transportation in the Amount of $1,653,702.00, and Update the
Fiscal Year 2020-2024 Capital Improvement Plan (COUNCIL DISTRICTS 2 and 7)
RECOMMENDATION:
It is recommended that the City Council:
1. Adopt the attached Resolution authorizing the execution of Amendment No. 2 to a Local Project Advance Funding Agreement with the Texas
Department of Transportation (City Secretary Contract No. 29608) in the approximate amount of $8,068,892.00, of which city participation is
$1,653,702.00, for the construction of North Tarrant Parkway Bridge with a turnaround lane, reconstruction of Harmon Road Bridge to include
existing frontage roads and ramps with US 287 (City Project No. 102611);
2. Adopt the attached appropriation ordinance increasing the estimated receipts and appropriations in the Harmon Road/North Tarrant
Parkway/US 287 Interchange Project in the amount of $185,852.00 from available funds in the Transportation Impact Fee Capital Fund;
3. Adopt the attached appropriation ordinance increasing the estimated receipts and appropriations in the Harmon Road/North Tarrant
Parkway/US 287 Interchange Project in the amount of $1,700,000.00 from available funds in the Street Rehabilitation Fund ; and
4. Authorize payment to the Texas Department of Transportation in the amount of $1,653,702.00.
DISCUSSION:
On January 13, 2004, City Council approved M&C C-19929 accepting $15,000.00 from Presidio Vista I, Ltd. to fund the Texas Department of
Transportation's review of schematic design plans for North Tarrant Parkway from US 287 to IH 35W, and authorizing the execution to a Local
Project Advance Funding Agreement with the Texas Department of Transportation in the amount of $15,000.00 for the review of the schematic
design plans for North Tarrant Parkway from US 287 to IH 35W.
In May 2006, Presidio Vista I, Ltd., sold the property adjacent to North Tarrant Parkway to Diversified Asset Planning, LLC.
On July 10, 2007, City Council approved M&C C-22223 accepting $20,000.00 from Diversified Asset Planning, LLC, to fund the Texas
Department of Transportation's review of the plans, specifications, and estimates (PS&E) package for the North Tarrant Parkway/US 287
Interchange, and authorizing the execution to a Local Project Advance Funding Agreement (City Secretary Contract No. 29608) with Texas
Department of Transportation in the amount of $20,000.00 for review of the PS&E for North Tarrant Parkway/US 287 Interchange.
On March 25, 2008, City Council approved M&C C-22723 accepting an additional $20,000.00 from Diversified Asset Planning, LLC due to an
increase in project scope of services, and authorizing the execution of Amendment No. 1 to City Secretary Contract No. 29608 with Texas
Department of Transportation in the amount of $20,000.00 for review of the PS&E for Harmon Road/North Tarrant Parkway/US 287 Interchange.
On November 14, 2019, Texas Department of Transportation staff conducted a public meeting on US 287 project with limits from IH 35W to
Avondale -Haslet Road, which includes the Harmon Road and North Tarrant Parkway bridges. The project will add one inside freeway main lane in
each direction and convert two-way frontage roads to one-way frontage roads. The existing Harmon Road Bridge over US 287 will be
reconstructed and a new North Tarrant Parkway Bridge over US 287 will be constructed aligning with the City of Fort Worth's Master Thoroughfare
Plan for the Harmon Road/North Tarrant Parkway/US 287 Interchange.
The Harmon Road/North Tarrant Parkway/US 287 Interchange Project is a State managed project and State asset. Texas Department of
Transportation staff will manage all project phases (Plans, Specifications & Estimates, right of way, utilities, and construction).
The City will be providing local funding in the amount of $1,653,702.00 to the Texas Department of Transportation for project implementation. The
overall dollar amount of Amendment No. 2 to the Local Project Advance Funding Agreement with the Texas Department of Transportation is
approximately $8,068,892.00.
This project is located in Transportation Impact Fee Service Area C and both Harmon Road and North Tarrant Parkway between the US 287
north and southbound frontage roads were identified as impact fee eligible in the most recent transportation impact fee study. The transportation
impact fee revenues from Service Area C approved by this M&C will be part of the City's local contribution to the Texas Department of
Transportation for the project.
Accelerated funding in the amount of $1,885,852.00 is needed for this project due to Texas Department of Transportation advancing the Harmon
Road/North Tarrant Parkway/US 287 Interchange. The action in this M&C will update the FY2020-2024 Capital Improvement Plan. City funding
amount of $1,885,852.00 includes $1,653,702.00 in local funds for the Texas Department of Transportation's implementation of the project and
$232,150.00 for city staff coordination and administrative costs associated with project implementation.
The Harmon Road/North Tarrant Parkway/US 287 Interchange is located in COUNCIL DISTRICTS 2 and 7.
A Form 1295 is not required because: This contract will be with a governmental entity, state agency or public institution of higher education: Texas
Department of Transportation
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that funds are currently available in the Service Area C of the Transportation Impact Fee Capital fund and upon
approval of the above recommendations and adoption of the attached appropriation ordinances, funds will be available in the Street Rehabilitation
and Transportation Impact Fee Capital Funds for the Harmon Road/North Tarrant Parkway/US 287 Interchange project to support the approval of
the above recommendations and award of the agreement. Prior to an expenditure being incurred, the Transportation & Public Works Department
has the responsibility of verifying the availability of funds.
