FOR PAVEMENT RECONSTRUCTION AND WATER AND SANITARY Sf=VV1=R REPLACEMENT DN OLLIE STREET FROM MARTIN STREET TO PIONI~ER STREET, BUNDY STREET FROM RODEO STREET TD PECOS STREET, PIONEER STREET FRDM OLD MANSFIELD ROAD TO WICHITA STREET AND LUCINDA LANE FROM PECOS STREET TO RAY ALVIN STRIrET; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HERI=WITH; AN© PROVfDING AN EF'FECTi1/E DATE. BE IT ORDAINED BY THE CITY COUNCIL DF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments far Fiscal Year 2005-2006 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Water Capital Projects Fund in the amount of $471,418 and the Sewer Capital Projects Fund in the amount of $351,609 from available funds for the purpose of funding a contract with Stabile & Winn, Inc. for Pavement Reconstruction and Water and Sanitary Sewer Replacement on pllie Street from Martin Street to Pioneer Street, Bundy Street from Rodeo Street to Pecos Street, Pioneer Street from Old Mansfield Road to Wichita Street and Lucinda Lane from Pecos Street to Ray Alvin Street. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shat! be and remain in full farce and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 16582 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4. Authorize the transfer of $823,027.00 from the Water and Sewer Operating Fund to the Water Capital Projects Fund in the amount of $471,418.00 and Sewer Capita[ Projects Fund in the amount of $381, 609.00; 2. Adap# the attached appropriation ordinance increasing estimated receipts and appropriations in the Water Capital Projects Fund in the amount of $471,418.00 and the Sewer Capita( Projects Fund in the amount of $351,609.00, from available fiends; and 3. Authorize the City Manager to execute a contract with Stabile & Winn, Inc., in the amount of $'1,939,334.50 for pavement reconstruction and water and sanitary sewer replacement on Ollie Street {Markin Street to Pioneer Street}, Bundy Street (Rodeo Street to Pecos Street), Pioneer Street (Old Mansfield Road to Wichita Street) and Lucinda Lane (Pecos Street to Ray Alvin Street) (City Project No. 00026). Dlscussia~: On October 26, 2004, (M&C C-20365) the City Council authorized the City Manager to execute an engineering agreement with A.N.A. Consultants, L.L.C., Inc., far the design of 011ie Street {Martin Street to Pioneer Street), Bundy Street {Rodeo Street to Pecos Street), Pioneer Street (Old Mansfield Road to Wichita Street) and Lucinda Lane (Pecos Street to Ray Alvin Street} (©OE 4579}, which consists of pavement reconstruction. The 2004 Capital Improvement Program (CiP) includes funds for pavement reconstruction of OAie Street (Martin Street to Pioneer Street), Bundy Street (Rodeo Street to Pecos Street), Pioneer Street (Old Mansfield Road to Wichita Street) and Lucinda Lane (Pecos Street to Ray Alvin Street). Street improvements include pavement reconstruction, construction of standard concrete curb and gutter, driveway approaches and sidewal[cs as indicated on the plans. The Water Department has determined that severely deteriorated water and sanitary sewer lines should be replaced prior to street reconstruction. Bids were received on two alternates: e Alternate "A" consists of a 6-inch hot mix asphalt concrete (HMAC} over 8-inch lime stabilized subgrade with pinch concrete curb and ~18Winch gutter. ® Alternate "B" consists of a 6-inch concrete over 6-inch Time stabilized subgrade with 7-inch concrete curb. After reviewing ail bid proposals, staff recommends Alternate "B+C" (concrete + sidewalk) far construction since the use of concrete will result in less maintenance cast aver the street's useful life. The implementation of the sidewalk option is recommended far improvement in this neighborhood. Funding in the amount of $66,897.00 is included for associa#ed water and sewer construction survey, project management, pre-construction, material testing, inspection and project close out {water $39,060.00 and sewer $27,837.00}. The contingency funds to cover change orders total $36,005.50 (water $20,588.00 and sewer $16,417.50). Funding in the amount of $103,502.00 is required for associated paving and drainage construction survey, project management, pre-construction, material testing, inspection and project close out. The contingency fund for possible change orders for paving and drainage improvements is $36,576.00. M1WBE -Stabile & Winn, loc. is in compliance with the City's MIWBE Ordinance by committing to 3S% MIWBE participation. The City's goal an this project is 25°/©.
