AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $30,000.00,
SUBJECT TO RECEIPT OF FUNDS FROM TARRANT COUNTY, FOR TIIE
PURPOSE OF OPERATING TWO COMMUNITY ACTION PARTNERS CENTERS;
PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCI'S; REPEALING ALL ORDINANCES IN
CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2012 -2013 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants
Fund in the amount of $30,000.00, subject to receipt of funds from Tarrant County, for the purpose of
operating two Community Action Partners Centers.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 20411 -09 -2012 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions
of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4
This ordinance shall take effect upon adoption.

Authorize Acceptance of Funds and Execution of Agreement with Tarrant County in the Amount Up to
$30,000.00 for Fiscal Year 2013 for the Operation of Two Community Action Partners Centers, Authorize
Execution of Lease Agreement for One Center and Adopt Appropriation Ordinance (NO COUNCIL
RECOMMENDATION:
|tis recommended that the City Council:
1. Authorize the acceptance offunds and execution ofanAgreement with Tarrant County for Fiscal Year
2013 in the amount up to $30,000.00 for the operation of two Community Action Partners Centers;
2. Authorize the execution of a lease Agreement with Mary Hartman for the Far Northwest Community
Action Partners Center inthe amount not im exceed $1O.534.88 per year: and
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund in the amount upto$3O.DOO.O0. subject to receipt of the funds.
DISCUSSION:
The City of Fort Worth has contracted with the Texas Department of Housing and Community Affairs to
serve as the Community Action Agency for Tarrant County under the name of Community Action Partners
(CAP). CAP provides services to low income residents on a county-wide basis.
Tarrant County provides funding for the operation of two CAP centers. The Far Southeast CAP Center
located ai1801 East Lamar Boulevard in Arlington and the Far Northwest CAP Center located at 920
Roberts Cut Off in River Oaks are located outside the city limits of Fort Worth. On October 13, 2009,
(M&C C-23841) the City Council approved the execution of a five-year lease Agreement with Andrew-
Dillingham, LTD, for the operation of the For Southeast CAP Center. This Mayor and Council
Communication seeks authorization io enter alease Agreement for the Far Northwest CAP Center.
Expenses for the operation of the CAP Centers include:
1 Lease for the Far Southeast CAP Center inthe amount of$1'85338 per month orin the amount uf
$22,240.56 for the year, including utilities-, and
2. Lease for the Far Northwest CAP Center in the amount of $877.89 per month or in the amount of
$1O.534.G8 for the year, not including utilities.
Expenses for rent, electricity, telephone services, natural gas, water and wastewater and minor repairs ot
both centers over the amount of $30,000.00 will be funded by the Community Services Block Grant.

Services provided at the two centers include case management, information and referral services, client
intake and assessment, emergency assistance, including the Comprehensive Energy Assistance Program
CERTIFICATION: and other social services to low income households in southeast and northwest Tarrant County.
FISCAL INFORMATION /
The Financial Management Services Director certifies that upon approval of the above recommendations
and adoption ofthe attached appropriation ordinance, funds will be available in the current operating
budget, os appropriated, of the Grants Fund.
