Fullenwider(M-29. 202012:27 CDTI It is proposed that: Authorize the City Manager to initiate a street name change for the portion of Calumet Street between Amanda Avenue and Birdell Street to Pollard Smith Avenue; and 2. Waive the fee for the application in the amount of $700; and 3. Waive the requirements to submit names, addresses and signatures of all abutting property owners concurring with the proposed street name change. DISCUSSION: Resolution #3253-09-2005 establishes procedures for the naming of City -owned facilities after deceased individuals and after living individuals in limited circumstances. The individual must have made an extraordinary contribution for the betterment of all Fort Worth. It has been proposed that a portion of Calumet Street between Amanda Avenue and Birdell Street be renamed Pollard Smith Avenue, as depicted on the attached map. Callie Pollard was known as the Matriarch of the Cavile Place public housing community. 'Mama Callie' provided a nurturing presence for the hundreds of children whose parents were often struggling to make ends meet. Police Officer Jim 'Whitehead' Smith was a strong ally in her efforts to positively influence the children and teens. The two made news one afternoon when Officer Whitehead was shot. Mrs. Pollard ordered nearby teenagers to find the shooter. At her direction, the shooter was apprehended by neighborhood teens and later arrested. Callie and Whitehead kept in touch through the years. HUD Secretary Ben Carson was delighted to see a (newly reopened) police substation on the grounds of Cavile. It was named in her honor with Whitehead at her side. In order to waive the requirements, the City Council should make the two (1) that the waiver carries out a public purpose; and (2) that there are sufficient controls to ensure that the public purpose is carried out. Given the legacy of Callie Mae Pollard and James "Whitehead" Smith in Fort Worth, the street name change and fee waiver are appropriate and serve a public purpose. If approved TPW will replace the streets signs, ensuring that the public purpose is carried out. ❑ LEGALITY ❑ FISCAL NOTE ❑ CITY MANAGER'S COMMENTS ❑ CITY POLICIES MANUAL Date: File Number: June 2, 2020 1 316 Proposed By: Gyna Bivens and Carlos Flores CITY OF FORT WORTH, TEXAS COUNCIL PROPOSAL Subject: Street Name Change for Portion of Calumet Street Between Amanda Avenue and Birdell Street to Pollard Smith Avenue; and Waiver of Application Fee and Requirements City Manager's Review: City Attorney's Review: Page: PAGE 2 OF 2 The process for implementing the street name change will include notification of the affected property owners prior to City Council action and a Mayor and City Council Communication to confirm the street name change after that public notification period has occurred.
