HomeMy WebLinkAboutOrdinance 16832-02-2006Ordinance Na. 18832-02-2006 AN ORDINANCE INCREASING ESTIMATED RECEIF'T5 AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $71,824.00 SUBJECT TO EXECUTION OF AN AMENDED CONTRACT WITH THE TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS FOR THE PURPOSE OF FUNDING ADDITIONAL WEATHERIZATION ASSISTANCE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments far Fiscal Year 2005- 2006 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $71,824.00 subject to execution of an amended contract with the Texas Department of Housing and Community Affairs for the purpose of funding additional weatherization assistance. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative ar void for any reason by a court of competent jurisdiction, such decis'son, opinion ar judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full farce and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 16582 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Approve Acceptance of Additional 1=ands far the Weatherization Assistance Program Grant and Authorize Related Contracts R~coMMENOATION: ft is recommended that the City Council: 1. Authorize the City Manager to accept additional funds resulting from an amendment to the Weatherization Assistance Program Grant from the Texas Department of Housing and Community Affairs (TDHCA} in the amount of $71,824.00 for the period of April 1, 20D5, through March 31, 2006 as follows: Item Materials, Labor and Program Support Program Administration Amount $68,052.05 $3,771.95 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund by $71,824.00, subject to the receipt of a grant amendment; and 3. Authorize the City Manager to execute contracts reflecting the changes in funding and make any changes or amendments to the contracts in accordance with TDHCA and /nr City of Fort Worth policies and regulations. ©ISCUSSION. The City of Fort Worth has operated the Weatherization Assistance Program funded by TDHCA on a grant basis since 1982. The program serves low-income residents in Tarrant County, primarily persons with disabilities and the elderly, by the weatherization of their homes. !n 2005, 9D% of total clients served by the Weatherization Assistance Program lived in the City of Fort Worth. Weatherization measures include attic insulation, weather-stripping, caulking, window and door repair, and other minor repairs. A maximum of $2,744.D0 per home in weatherization funds can be expended during pragrarrr year 20D5-2DD6. The Housing Department anticipates completing 168 homes under the existing contract and 26 more homes with the additional funds. The proposed funding of $71,824.00 represents additional weatherization funding made available by TDHCA under the i_ow Income Home Energy Assistance Program grant fund. The Housing Department has been operating the Weatherization ~ Assistance Program under the origins[ contract in the amount of $559,63D.DD approved by the City Council on May 31, 2005 (M&C C-20761 }.
