Authorize Application for, and Acceptance of, if Awarded, the Coronavirus Emergency Supplemental Funding Program Solicitation Formula
Grant for Fiscal Year 2020 from the United States Department of Justice, Office of Justice Programs and Bureau of Justice
Assistance in the Amount of $1,070,032.00, Authorize Execution of a Grant Agreement with the United States Department of Justice, and Adopt
Appropriation Ordinance (ALL COUNCIL DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the application for, and the acceptance of, if awarded, the Coronavirus Emergency Supplemental Funding Program
Solicitation Formula Grant for Fiscal Year 2020 from the United States Department of Justice, Office of Justice Programs and Bureau of Justice
Assistance in the amount of $1,070,032.00;
2. Authorize Execution of a grant agreement with the United States Department of Justice; and
3. Adopt the attached Appropriation Ordinance increasing receipts and appropriations in the Grants Operating Federal Fund in the amount
of $1,070,032.00.
DISCUSSION:
The Fort Worth Police Department (FWPD) has applied for program funding in the amount of $1,070,032.00 to prevent, prepare for, and respond
to the coronavirus. Allowable projects and purchases include, but are not limited to overtime, equipment (including law enforcement and medical
personal protective equipment), hiring, supplies (such as gloves, masks, sanitizer), training, travel expenses (particularly related to the distribution
of resources to the most impacted areas), and addresssing the medical needs of inmates in state, local, and tribal prisons, jails and detention
centers.
The goal of the United States Department of Justice Coronavirus Emergency Supplemental Funding Grant Fiscal Year 2020 Program is to provide
funding to assist eligible states, local units of government, and tribes in preventing, preparing for, and responding to the coronavirus. FWPD will
use the grant funding to pay for permissable expenses listed in the grant.
Matching funds are not required under the grant. The funding type is reimbursable.
Indirect costs are an allowable budget category in the grant. The budget will include indirect costs if applicable.
The grant will serve ALL COUNCIL DISTRICTS.
A Form 1295 is not required because: This contract will be with a governmental entity, state agency or public institution of higher education: US
Department of Justice
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations, receipt of the grant and adoption of
the attached Appropriation Ordinance, funds will be available in the current operating budget, as appropriated, of the Grants Operating
Federal Fund. The Police Department will be responsible for the collection and deposit of funds due to the City. The Police Department will be
responsible for verifying availability of funds before incurring any obligation. If awarded, the City will be paid on a reimbursement basis.
