RECOMMENDATION:
It is recommended that the City Council:
1. Conduct a public hearing under the guidelines set forth by the Texas Parks and Wildlife Code, Chapter 26, Protection of Public Parks and
Recreational Lands;
2. Find that no feasible or prudent alternative exists for the use of Timberland Park for the proposed location of intersection improvements
including Right -of -Way and Maintenance Area;
3. Find that the proposed intersection improvements include all reasonable planning to minimize harm to the parkland, including that all
infrastructure and equipment will be constructed in Timberland Park as specified on the attached exhibits and as noted in the discussion below;
4. Close the public hearing and authorize the use of approximately 0.107 acres of dedicated parkland at Timberland Park for the proposed
intersection improvements including 0.028 acres for a public Right -of -Way and 0.079 acres for a Maintenance Area; and
5. Authorize the execution and recording of all necessary documents to complete the conveyance.

Drive, north of Pangolin Drive.
DISCUSSION:
The purpose of this Mayor and Council Communication (M&C) is to authorize the granting of Right -of -Way and Maintenance Area at Timberland
Park (Park) for the purpose of intersection improvements.
The Park and Recreation Department has been approached by the City of Fort Worth Transportation and Public Works Department (TPW)
requesting the use of a portion of Timberland Park for intersection improvements. The project includes grading, installation of pavement, drainage,
traffic signal and street light improvements. The intersection is currently controlled by a 4-way stop and will be upgraded to a signalized
intersection. Park Vista and Keller Haslet intersection improvements will widen the existing road with asphalt pavement and related infrastructure
improvements. The Right -of -Way requested is 0.028 acres to accommodate a 12.5 foot wide drive lane. Proposed stormwater improvements will
require a Maintenance Area in the amount of 0.079 acres.
When completed, this improvement will have no impact on either the Transportation & Public Works Department or the Park & Recreation
Department's annual operating budget.
In accordance with the Texas Parks and Wildlife Code, Chapter 26, the City of Fort Worth seeks to convert approximately 0.107 acres of parkland
for the purpose of Right -of -Way and Maintenance Area on park property.
In accordance with State law, public notice of the hearing was advertised in the Fort Worth Star -Telegram on April 28, 2020, May 5, 2020 and
May 12, 2020. An exhibit map was available for public review at the Park and Recreation Department administrative offices located at 4200 South
Freeway, Suite 2200, Fort Worth, Texas 76115.
An email notification announcing the proposed use was sent to the president of the Villages of Woodland Springs Neighborhood Association on
April 27, 2020. Signage was posted at the site noting the proposed use and providing instructions for directing comments to the Park and
Recreation Department. Staff will note any public comment received during the public hearing Report of City Staff.
Timberland Park is located in COUNCIL DISTRICT 7.
A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity.
