Ratify the application of a Green Ribbon Program FY2020 in the amount of $400,000.00 from the Texas Department of Transportation to fund the construction of landscaping and irrigation improvements at US377/Camp Bowie between Marks Place and Pelham Road; 2. Authorize the acceptance of a Green Ribbon Program FY2020 in the amount of $400,000.00 from the Texas Department of Transportation to fund the construction of landscaping and irrigation improvements at US377/Camp Bowie between Marks Place and Pelham Road; 3. Authorize Camp Bowie District, Inc's contribution in the amount of $150,000.00 for soft costs associated with the design and construction of the Green Ribbon Program FY2020 at US377/Camp Bowie between Marks Place and Pelham Road; 4. Adopt a resolution authorizing the City Manager to execute a Local Project Advance Funding Agreement with Texas Department of Transportation in the Total Amount of $550,000.00 with State and Federal Contributions in the combined amount of $400,000.00 and Camp Bowie District, Inc.'s contribution in the amount of $150,000.00 for the design and construction of the Green Ribbon Program FY2020 at US377/Camp Bowie between Marks Place and Pelham Road. DISCUSSION: In response to the Texas Department of Transportation's (TxDOT) call for projects under its Green Ribbon Program FY2020, Camp Bowie District, Inc. in collaboration with the Park & Recreation Department and Freese & Nichols, has applied for and has received a maximum award of $400,000.00 from the TxDOT Green Ribbon Program to improve certain medians between Marks Place and Pelham Road on Camp Bowie. The Green Ribbon Program FY2020 allocates funds for landscaping activities including the planting and establishment of native and adapted trees and plants on state highways. Eligible projects must be located on a state highway within the right-of-way. The proposed 6-mile stretch of median improvements will include shrubs, ornamental grasses, ground cover, mulch, and supporting underground irrigation system along approximately 3,500 LF of roadway. While improving the aesthetic of the corridor, these planting improvements will also consider proper intersection site distance and clear zone requirements. These beautifications will have air quality and visual benefits, will enhance a highly sought-after residential and retail corridor, and will be a high -profile collaboration of State, Municipal, and local agencies/stakeholders. Under the TxDOT Green Ribbon Program FY2020, Camp Bowie District, Inc. through the City is responsible for all of the costs for design and environmental documentation as required. Camp Bowie District, Inc. has approved $150,000.00 for associated soft costs if approved. The State will provide funding in the amount of $400,000.00 and provide construction phase services after the Advance Funding Agreement and design plans are approved. This M&C authorizes the City Manager to execute an Advanced Funding Agreement between TxDOT and the City. The project would be let by TxDOT by Fall 2020 and they will manage the project. Upon completion of the maintenance period by TxDOT's contractor, Camp Bowie District, Inc. will provide the annual maintenance for this project The project is located in COUNCIL DISTRICT 7 A Form 1295 is not required because: This contract will be with a governmental entity, state agency or public institution of higher education: Texas FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that upon approval of the above recommendations and award of the Green Ribbon Program FY2020, funds are subject to future Council appropriation.
