Ordinance No. 16836-03-2006 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS fN TIME GRANTS FUND IN THE AMOUNT OF $496,000 SUBJECT TO EXECUTION OF THE AMENDED SURFACE TRANSPORTATION PROGRAM GRANT FROM THE FEDERAL HIGHWAY ADMINISTRATION WITH THE TEXAS DEPARTMENT OF TRANSPORTATION 1=0R THE PURPOSE OF FUNDING THE CONSTRUCTION OF NEIGHBORHOOD TRAIL CONNECTIONS TO THE TRINITY RIVER TRAIL SYSTEM; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATI=. SE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1 That in addition to those amounts allocated to the various City departments for Fiscal Year 2005- 20©6 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $496,000 subject to execution of the amended Surface Transportation Program grant from the Federal Highway Administration with the Texas Department of Transportation for the purpose of funding the construction of neighborhood trail connections to the Trinity River Trail System. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion ar judgment shall in no way impair the remaining portions, sections, ar parts of sections of this ordinance, which said remaining provisions steal! be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 16582 and all other ordinances and appropriations amending the same except in those instances where the provisions at this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Connections to the Trinity Ricer Trail System and Adopt Appropriation Ordinance RECOMMEN©ATI©N: It is recommended that the City Council: 1. Authorize the City Manager to accept a Surace Transportation Program Grant Amendment, in the amount of $496,000.00 from the Federal Highway Administration for the construction of neighborhood trail connections to the Trinity River Trail System; 2. Authorize the City Manager to execute the attached Advance Funding Agreement Amendment No. 1 with the Texas Department of Transportation (TxDOT), and 3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund by $496,OOq.00. ©lscussl~aN: On June 3, 2fl03, (M&C G~-'!3989) the City Counci! adopted the Trinity River Vision Master Plan as a guide fior future development along the Trinity River and its major tributaries. The vision of the master pion is to preserve and enhance the river and its corridors, so they remain essential greenways for open space, trails, neighborhood trail connections, wildlife and specie! recreation areas. The master plan recommends increased connections to adjacent neighborhoods and parks throughout the City. As a result ofi the Trinity River Vision Plan the City of Fort Worth has received $5g0,fl00 in 2003, $470,209 in 2flfl4 and this 2005 apocation of $496,ggq, totaling $1,466,209. The Foster/Ke11is Park connection and design study has had funding allocated and a balance of $1,264,798.50 is available for design and construction of future high priority neighborhood trail connectors. These funds will be committed to specific trail connections upon completion of the current design study. This study and public input process are scheduled to be completed by September 30, 2fl06. At that time, staff will bring the recommendations to the Counci! for review, input and approval. The scope of this project is citywide.
